incorporated each of those recommendations into the revised concept plan. He stated that the <br />parking lot would by along the northern side of the property which would create easier access to <br />the soccer fields. He also stated that the future park building would be along the north side of the <br />park so it will be centralized and also locates it on the highest land in the park. <br /> <br />Chairperson Johns stated that this configuration allowed more open space to the south and <br />allowed for more flexibility for future park developments. <br /> <br />Mayor Gamec questioned whether the building should be on the other side of the access road to <br />allow for more safety when the ice skating rink is added. <br /> <br />Parks/Utilities Supervisor Boos stated that the construction of the building is not in the plan at <br />this point. He added that soccer will be the primary activity at the park and pedestrian crossings <br />would be minimized with a building on the south. <br /> <br />Mayor Gamec questioned whether the building would be similar to the building in Central Park. <br /> <br />Parks/Utilities Supervisor Boos stated that it is planned for the building to be used for more than <br />concessions. He also stated that he believes there should not be two buildings that would create a <br />need for two septic systems or two roofs to repair. He stated that he envisioned one larger full <br />service building for Elmcrest Park. <br /> <br />Commissioner Olds stated that he envisioned the building similar to that of Enlow Park in <br />Anoka. <br /> <br />Parks/Utilities Supervisor Boos explained that the costs for this project have been higher because <br />the park is almost entirely clay soils. He reviewed the estimated costs for construction of <br />parking, park drive, and street connection to 167th Avenue. He stated that there were a few <br />options to consider that may reduce the constructions costs including eliminating some curbing <br />or installing bare root trees rather than baled and burlap trees. H e also stated that it maybe <br />possible to phase some of the park drive and parking lot roads to help save costs if necessary. <br /> <br />City Engineer Olson stated that the Commission should also consider the possibility of sewer and <br />water pipelines that may come to Elmcrest Park which meant that curb and gutter should be <br />included. <br /> <br />City Administrator Norman stated that the land to the north of Elmcrest Park has been purchased <br />for urban development with the plan of being connected to sewer and water. <br /> <br />Parks/Utilities Supervisor Boos stated that the Commission needed to move ahead with their <br />recommendations to meet the expected 2004 playability. He stated that he felt the park could <br />continue to be accessed through the existing neighborhood as long as it is understood by all <br />parties that this is a temporary situation. <br /> <br />Mayor Gamec stated that he had another meeting to attend in St. Paul at 7:00 p.m. so he needed <br />to leave the joint meeting.
