COMMISSION BUSINESS <br /> <br />Case #1: Provide Policy Recommendation on the Sidewalk Funding at 145th Lane <br /> <br />Parks/Utilities Supervisor Boos presented the report, indicating that a trail had been proposed for <br />the Village of Sunfish Lake subdivision, but was then withdrawn by the developer. He explained <br />that the City Council approved the subdivision with a sidewalk to be constructed on 146th <br />Avenue which will also provide a better walking route for school-age children. He advised the <br />question for the Park and Recreation Commission is should the developer be required to <br />contribute $11,262 since the trail was proposed and then pulled. He added the City has a policy <br />that requires developers to construct a trail in their developments, when along State, County or <br />City arterial routes. <br /> <br />Commissioner Olds indicated if the trail went in as originally proposed the developer would pay <br />for it, so it seems logical. The sidewalk is providing the same pathway from within the <br />development to the edge of it. <br /> <br />Commissioner Ostrum asked what the cost difference was between the sidewalk and the trail. <br /> <br />Parks/Utilities Supervisor Boos indicated bituminous is about $8 a linear foot, and concrete <br />approximately $12 a. linear foot. He indicated the City Engineer determined 1,600 feet of trail at <br />$7.92 to come up with the dollar amount being requested from the developer. The City will pay <br />for the difference, which includes cost for concrete for a part of the driveways as well. <br /> <br />Cormnissioner Olds indicated part of the reason for the change was the homeowners in the area <br />said they wanted a sidewalk, not a trail, so the full cost of the sidewalk should not be the <br />contractor's responsibility. <br /> <br />Commissioner Ostrum commented that $11,262 seems quite low for the cost of the trail. <br /> <br />Parks/Utilities Supervisor Boos stated grading, restoration and seeding are assumed to be <br />completed with the other parts of the plat's developement, so the $7.92 is only the cost of the <br />bituminous material. <br /> <br />Consensus of the Commission was to charge the developer for the cost of the original trail. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Shryock to recommend the <br />developer of the Village of Sunfish Lake contribute $11,262 toward the installation of this <br />sidewalk in lieu of the eight-foot bituminous trail which was Proposed along the southerly <br />property lines, and further recommending trail fees be used to fund the remainder of the <br />sidewalk. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Ostrum, Shryock, LaMere, and <br />Olds. Voting No: None.
