Motion by Member LeToumeau, seconded by Member Gromberg, directing Member Kiefer and Member <br />Anderson to meet outside of the regular EDA meeting for the purpose of preparing a mission statement for the <br />Housing Committee that the EDA will review the mission statement at their October meeting. <br /> <br /> carried. Voting Yes: Chairperson Riley, Members, Anderson, Zimmerman, LeTourneau, Steffen, <br />Gromberg and Kiefer. Voting No: None. Absent: None <br /> <br />Case #2 <br /> <br />Discussion on EDA Mission <br /> <br />The EDA had a general discussion regarding what their role and mission statement involves. <br /> <br />Member LeTourneau stated he believed the EDA's role is to assist in marketing available commercial and <br />industrial sites in the City and to help existing businesses remain a viable business in the City of Ramsey. <br />Member LeTourneau stated he did not believe the EDA's role was to determine how the City's spends their <br />budget. LeTourneau stated that maybe they made a wrong decision at the September 5th meeting in not <br />recommending the City Council adopt an HRA Levy. <br /> <br />Member Gromberg quested how the HRA Levy money would be spent. <br /> <br />Member Keifer stated the HRA Levy would have to be spent on items that are within the scope of the EDA and <br />HRA as defined in the Enabling Resolution passed by the City Council and as established under State Statute <br />guidelines. Member Keifer also stated the HRA Levy would basically be a one year Levy as State Statute <br />requires HRA Levy's to be requested on a yearly basis. <br /> <br />Motion by Member Kiefer, Seconded by Member Anderson, to recommend that the City Council adopt the <br /> HRA Levy. <br /> <br />Motion Fails: Voting Yes: Member Kiefer, LeToumeau, and Anderson. Voting No: Chairperson Riley, <br />Member Steffen, Zimmerman, and Gromberg. Absent: None. <br /> <br />Discussion: Member Anderson and Member LeTourneau asked Member Zimmerman why he changed his vote. <br />Member Zimmerman replied "This is a different day." <br /> <br />Administrator Norman asked the EDA if they would be willing to recommend to the City Council that they <br />adopt 50% of the maximum HRA levy. <br /> <br />Motion by Member Kiefer, Seconded by Member Anderson to recommend that the City Council adopt 50% of <br />the maximum HRA Levy. <br /> <br />Motion Fails: Voting Yes: Member Kiefer, LeToumeau, and Anderson. Voting No: Chairperson Riley, <br />Member Steffen, Zimmerman, and Gromberg. Absent: None. <br /> <br />Member Kiefer suggested that at a minimum the EDA should look at considering an HRA Levy that would fund <br />the amount in the proposed budget to acquire the Alloy Recovery site. <br /> <br />Motion by Kiefer, Seconded by Member Anderson, to recommend that the City Council adopt 40% of the <br />maximum HRA Levy. <br /> <br /> ion carried: Voting Yes: Member Kiefer, LeTourneau, Anderson, and Gromberg. Voting No: Chairperson <br />Riley, Member Steffen, and Zimmerman. Absent: None. <br /> <br /> <br />
