<br />Councilmember Johns introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #18-266 <br /> <br />RESOLUTION CALLING FOR A SPECIAL ELECTION TO FILL THE VACANCY IN <br />THE AT-LARGE COUNCIL SEAT <br /> <br /> WHEREAS, <br />John LeTourneau was elected to the Councilmember At-Large seat in the <br />2016 General Election; and <br /> <br />WHEREAS, <br /> Sarah Strommen, who was elected Mayor in the 2016 General Election, <br />resigned her seat as Mayor of the City of Ramsey in May 2018; and <br /> <br />WHEREAS, <br />pursuant to City Charter Section 2.5, when a vacancy occurs on the Council <br />with 365 days or more remaining in the term of the vacated office, the Council shall, by resolution, <br />declare the vacancy to exist and such vacancy shall be filled by Special Election according to City <br />Charter requirements, which requirements also include a Primary Election; and <br /> <br />WHEREAS, <br />a Special Election was called and held to elect a Mayor to fill the remainder <br />of Mayor Strommen’s term, and Councilmember LeTourneau ran for the vacated Mayoral office <br />and won; and <br /> <br />WHEREAS, <br />such Special Election created a vacancy in the At-Large Council seat with <br />more than 365 days left of the term and pursuant to the City’s Charter, the City Council declared <br />the At-Large Council seat vacant at their November 27, 2018 meeting; and <br /> <br />WHEREAS, <br /> also pursuant to the City’s Charter, the City Council must call for and <br />schedule a Special Election. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows:\\ <br /> <br />1) That Councilmember At-Large John LeTourneau won the race for Mayor of the City of <br />Ramsey in a Special Election held on November 6, 2018. <br /> <br />2) That the win for the Mayoral seat created a vacancy in the At-Large Council seat. <br /> <br />3) That the City Council publicly declared at their November 27 meeting, that a vacancy <br />existed in the City Council – At Large elective office. <br /> <br />4) That as a result of the vacancy in the At-Large Council office, and because more than 365 <br />days remain in the term of the vacated office, pursuant to City Charter requirement, the <br />City Council hereby directs that a special election be held. <br /> <br />5) That State Statutes now dictates uniform election dates for Special Elections and the first <br />authorized date for a Special Election would be Tuesday, February 12, 2019, however, due <br />to the timelines for filing, publication of notices, absentee voting, etc., there is not time to <br />adhere to the mandatory timelines to be able to hold an Election as soon as February.
