Once these trunk facilities are in place, individual lifts stations or grinder pumps could be used to <br />the access trunk facilities and allow for development. <br />Once the trunk facility (long term) lift station is constructed in the future, the permanent sewer <br />service connections could be made and the grinder pumps removed from service. <br />e.Watermain Extension <br />The anticipated trunk watermain improvements are consistent with the City’s Comprehensive <br />Water System plan. The watermain is proposed to cross Trunk Highway 10 and the BNSF Railroad <br />in an extension of the trunk facilities located in Puma Street (north of TH 10). The remainder of <br />the initial watermain installation will include placing water main along the Riverdale Drive <br />Extension. <br />Future improvements, consistent with the City’s Comprehensive Water System plan, are shown on <br />Figures 4, 6, and 9. Future phases will provide a loop in the water system south of TH 10. <br />f.Roadway Extension <br />Riverdale Drive is proposed to be extended from Bowers Drive to Llama Street. Roadway <br />improvements are based on recent construction projects of Riverdale Drive east of Armstrong <br />Boulevard. The improvements include a 40-foot-wide, two lane roadway, concrete curb and <br />gutter, and storm sewer improvements, including a storm water infiltration basin/retention pond. <br />V.ASSUMPTIONS <br />a.Right-of-Way Requirements <br />We have assumed that most of the required improvements will be development driven and right <br />of way will be secured through the platting process. During the development review process, the <br />City should review the right of way required and secure needed easements. Various other utility <br />easements may also be required, depending upon which alternate is selected. <br />b.Jurisdictional Authority/Approvals/Permits <br />As the project moves from the planning stages to design and construction, permits will be <br />required from various agencies. The following agencies will be permitting entities for considered <br />improvements: <br />• Minnesota Department of Transportation State Aid: Riverdale Drive is a State Aid route, <br />• Minnesota Pollution Control Agency: NPDES Storm Water Permit, <br />• Minnesota Pollution Control Agency: Sanitary Sewer Extension Permit, <br />• Minnesota Department of Health (MDH): Watermain Extension and Dewatering, and <br />• Lower Rum River Watershed Management Organization: Storm Water related. <br />Prepared by: Bolton & Menk, Inc. <br />West Riverdale Drive Roadway & Utility Extension – City of RamseyPage | 4 <br /> <br />
