with City Engineer Westby early on regarding the project to express concern with a culvert that <br /> was installed and the elevation of the road. He stated that there is no place for the water from his <br /> property to travel and therefore was skeptical of ditch work. He stated that he agrees with the <br /> overlay but is opposed to the ditch work. He stated that the damage that was shown on the road <br /> was completed by the truck traffic from the new development. He believed that the development <br /> should pay for a portion of the costs to repair the roadway. He stated that he is opposed to the <br /> ditch work as he has seen what the engineering has done to the ditches. He invited the Council <br /> to see the flooding in his backyard that occurs. He stated that he does have photos and videos <br /> available to share with the Council at their leisure. <br /> Councilmember Riley suggested that perhaps the Public Works Committee review this particular <br /> property and the construction that was completed around the property. He stated that the road <br /> reconstruction and this property are separate discussions. <br /> Councilmember Johns agreed that would be the best path for discussion. <br /> City Engineer Westby stated that the development referenced was Covenant Meadows and the <br /> new road that was constructed into the development lies next to Mr. Aberle's property. He stated <br /> that previously the road was dirt and Mr. Aberle used that dirt road to access his garage/shop. <br /> He explained that staff attempted to work with the property owner and developer but was unable <br /> to come to a solution the property owner would agree with. He agreed that an update could be <br /> provided to the Public Works Committee. <br /> Acting Mayor LeTourneau asked for information on the cost-share for the project costs. <br /> City Engineer Westby replied that there is a cost-share of 75 percent of the cost paid by the City, <br /> in essence being paid by the tax payers of the City and the remaining 25 percent being paid by <br /> assessment to benefiting properties. He stated that the road condition was already in poor <br /> condition prior to the truck traffic and the truck traffic would not have affected the decision for a <br /> reconstruction. <br /> Mr. Aberle asked if the ditch and drainage will be discussed at the Public Works Committee. He <br /> stated that the last time ditching and drainage was completed, it caused flooding on his property. <br /> City Engineer Westby stated that the design has not been started yet for ditching and confirmed <br /> that it could be discussed at the January Public Works Committee meeting, or possibly at the <br /> December meeting. <br /> Acting Mayor LeTourneau stated that he heard that he was unsure the impact of ditches as that <br /> would be based upon topography and wanted to ensure that the Council could still make the <br /> decision tonight with the ditching still to be determined. <br /> City Engineer Westby stated that staff will collect survey and topographic information which <br /> will be used to generate the plans that will be reviewed by the Public Works Committee and City <br /> Council.
