y } <br /> Randy Bauer, 14942 Quintana Street NW, stated that he is the Chair of the Planning Commission <br /> and there has been discussion of the possible depletion of the groundwater. He stated that in the <br /> summer months many residents are irrigating but noted that water is being collected through <br /> infiltration rather than being carried away out of the community as waste water. He stated that <br /> perhaps that summer irrigation charge is placed into a dedicated fund for future water needs. <br /> Motion by Councilmember Riley, seconded by Councilmember Shryock, to close the public <br /> hearing. <br /> Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Riley, Shryock, and <br /> Musgrove. Voting No: None. Councilmember Johns and Kuzma. <br /> The public hearing was closed at 7:26 p.m. <br /> Council Business <br /> Finance Director Lund stated that the waste water has a fixed rate for residential properties and <br /> therefore the water usage does not affect the sewer charge for residential properties. She stated <br /> that commercial properties have a separate meter that is not associated with sewer charges. <br /> Councilmember Musgrove referenced the proposed eight percent increase for stortuwater and <br /> asked for additional input. <br /> Finance Director Lund clarified that the eight percent increase is based on the projects and <br /> funding needed within the City's Capital Improvement Plan. She stated that the cost from the <br /> Metropolitan Council would be the three percent increase for the sewer charges. She stated that <br /> rates could be amended at any time during the year, the Council would simply need to hold <br /> another public hearing. <br /> Motion by Councilmember Shryock, seconded by Councilmember Riley, to waive the City <br /> Charter requirement to read the Ordinance aloud and adopt Ordinance #18-16 Establishing <br /> Permit Fees, Service Charges, and Various Other Fees to be Collected by the City of Ramsey. <br /> Further discussion: Mayor LeTourneau asked if Councilmember Musgrove would be <br /> comfortable voting tonight. Councilmember Musgrove confirmed that she would be comfortable <br /> voting tonight. <br /> A roll call vote was performed by the Recording Secretary: <br /> Councilmember Shryock aye <br /> Councilmember Riley aye <br /> Councilmember Johns absent <br /> Councilmember Kuzma absent <br /> Councilmember Musgrove aye <br /> Mayor LeTourneau aye <br /> City Council/November 27, 2018 <br /> Page 6 of 9 <br />
