7.02: Consider Adoption of Resolution #18-248 to Approve the City's 2019-2020 Union <br /> Contracts <br /> Administrative Services Director Lasher reviewed the staff report and recommendation to adopt <br /> Resolution #18-248 to settle the two-year labor agreements with AFSCME, LELS-Patrol, LELS- <br /> Sergeants, and LELS-Captains subject to final review and approval of contract language by the <br /> City Attorney. <br /> Mayor LeTourneau noted that this has been an ongoing process to reach this recommendation. <br /> Councilmember Riley agreed that staff and the Council have been a part of the labor negotiations <br /> to reach this point. <br /> Motion by Councilmember Riley, seconded by Councilmember Shryock, to Adopt Resolution <br /> #18-248 to Settle the Two-Year Labor Agreements with AFSCME, LELS-Patrol, LELS- <br /> Sergeants, and LELS-Captains, subject to final review and approval of contract language by the <br /> City Attorney. <br /> Motion carried. Voting Yes: Mayor LeTourneau, Councilmembers Riley, Shryock, and <br /> Musgrove. Voting No: None. Councilmembers Johns and Kuzma. <br /> 7.03: Consider Adoption of Resolution #18-24.5 to Authorize the City's 2019 Non-Union <br /> City Health and Dental Insurance Contributions and Cost of Living Adjustments <br /> Administrative Services Director Lasher reviewed the staff report and recommendation to move <br /> forward with the City non-union health and dental insurance contributions as listed and a two- <br /> and three-quarter percent (2.75%) COLA on January 1, 2019. This action is important in order <br /> to effectively maintain internal equity, compete in external hiring processes, and to retain the <br /> City's talent. <br /> Councilmember Riley asked if it is standard practice for the non-union employees to receive <br /> roughly the same increase as union employees. <br /> Administrative Services Director Lasher confirmed that the attempt would be to keep the rates <br /> equal among all staff groups. She noted that there are times when certain employee groups fall <br /> below market rate and therefore need an additional increase to reach the market rate. <br /> Mayor LeTourneau stated that the Council and staff have been working on this topic for many <br /> months and considered many factors in order to reach a recommendation to find a fair and <br /> equitable solution for the services that are provided by staff. <br /> Motion by Councilmember Shryock, seconded by Councilmember Riley, to Adopt Resolution <br /> #18-245 to Authorize the City's 2019 Non-Union City Health and Dental Insurance <br /> Contributions and Non-Union Cost of Living Adjustments. <br /> City Council/November 27, 2018 <br /> Page 8 of 9 <br />
