CC Work Session 2. 3. <br />Meeting Date: 01/22/2019 <br />Information <br />Title: <br />Continued Discussion on Administration and Enforcement of City Code Violations <br />Purpose/Background: <br />The purpose of this case is to focus on two topics based on recent policy discussion by the City Council. <br />1. Definition of Complaint -Based <br />2. Definition of Proactive Enforcement in Key Corridors <br />In framing this conversation, our Mission Statement, Vision Statement, and Key Goals are included below, as this is <br />an important policy discussion. <br />Mission Statement: Is is our mission to responsible grow our community, and to provide quality, cost-effective and <br />efficient government services. <br />Our Vision for the Future: Ramsey will evolve through citizen -driven, collaborative processes that respect the <br />balance and connectivity between its unique urban, rural, and natural environment for current and future generations. <br />Key Goals: <br />• A Balance of Rural Character and Urban Development <br />• An Active Community <br />• A Connected Community <br />• Smart, Citizen -Focused Government <br />• Financial Stability <br />Complaint -Based Enforcement <br />Historically, Staff has waited for a formal complaint from a resident, unless the violation affected public health or <br />safety or was required enforcement under State Statutes/Rules. <br />Based on discussion by the City Council on January 8, Staff believes that the City Council's intent is to allow Staff <br />to follow up on cases if a violation is observed in travels pertaining to their ordinary job duties. Complaint -Based <br />does not include proactive sweeps of area where the primary intent is to seek violations. <br />The City Council is asked to confirm this direction. <br />Proactive Enforcement in Key Corridors <br />This policy question might be answered by clarifying the above definition. Through various planning processes, <br />Staff has been directed to be more proactive in enforcement of nuisance and blight along key corridors, especially <br />Highway 10 and Highway 47. Staff desires clarification on the scope of this direction. Below is Staffs attempt to <br />clarify this policy direction. <br />Staff will not proactively seek violations on key corridors, however will follow up on violations as observed <br />through travels related to normal course of business. These are heavily travelled corridors, which naturally lends <br />itself to more natural observations. Staff will focus on the following key topics. <br />
