The creation of 200 new jobs and retention of others at this location is a result of the <br />proposed 23M investment in the Ramsey, MInnesota facility. The average wages of <br />the new jobs are estimated to be $23.10 which is a "living wage". <br />The proposed 23M investment into the Ramsey facility will increase productivity and <br />building functionality. This investment will preserve and enhance the taxable market <br />value to the existing facility. <br />2. Finding that the proposed project, in the opinion of the City Council, would not <br />reasonably expected to occur solely through private investment within the reasonably <br />foreseeable future. <br />Vision Ease, LP approached the City and asked for assistance to help with its <br />investment to its existing facility in the City of Ramsey. Although they did not threaten <br />to leave the community, it was understood that Vision Ease, LP (Hoya) was looking at <br />other locations to make the 23M investment. Had the investment occurred elsewhere, <br />there would have been jobs would have transferred from the Ramsey facility to follow <br />that investment out of the State of Minnesota. Clearly, if the investment was not made <br />in Ramsey, there would not have been the need to add 200 new jobs in Ramsey, <br />Minnesota. <br />3. Finding that the proposed project conforms to the general plan for the development or <br />redevelopment of the City as a whole. <br />The City of Ramsey has an active Business Expansion and Retention Program. The <br />City partners with its businesses to locate resources that help them grow and keep them <br />within the City and State of Minnesota. The property is properly zoned for the proposed <br />renovation and reconfiguration of the building and the installation of the machinery <br />that the company will purchase if the project moves forward. <br />4. Finding that the proposed project will afford maximum opportunity, consistent with the <br />sound needs of the City as a whole, for the redevelopment or development of the project <br />by private enterprise. <br />Vision Ease LP, currently employs 260 employees in Minnesota and 216 are employed <br />at the Ramsey, MN location. If the 23M investment is made into the Ramsey facility, <br />it is anticipated to result in the creation of approximately 200 new jobs within 3 years. <br />The newly created jobs with an average wage of $23.10 will provide employment <br />opportunities for Ramsey and Minnesota residents. The facilitation of increasing <br />employment opportunities providing a "living wage" is a goal of the city and this <br />proposed project supports this goal <br />And; <br />2) Authorization for City Officials to sign the JCF Application and to work with Vision Ease, <br />LP to supply information requested by MN Department of Employment and Economic <br />Development <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />Shryock, and upon vote being taken thereon, the following voted in favor thereof: <br />Resolution #19-31 <br />Page 2of 3 <br />
