The unsigned permit was <br />submitted on March 10, 2003 under the MPCA <br />requirements for the program of the U.S. Environmental <br />Protection Agency (EPA). MPCA extended the timeline <br />for receipt of an officially signed permit so that the City <br />could authorize signature through a City Council action. <br />The new deadline for receipt of a signed application is <br />May 9, 2003. After that, the City will need to adopt a <br />Storm Water Pollution Prevention Program (SWPPP). <br />Since the City owns and operates a municipal drainage <br />system, it is subject to the provisions of the Municipal <br />Separate Storm Sewer System (MS4) provisions of the <br />law. Construction activities within the City, and <br />specifically on the Ramsey Town Center site, are also <br />subject to the Phase II General Storm Water Permit for <br />Construction Activity. <br />The City must identify best management practices (BMPs) <br />and measurable goals associated with each minimum <br />control measure noted above.
