CASE # PUBLIC HEARING TO CONSI~DER RESOLUTION AND ORDINANCE REGARDING By: Sylgia FrOli~ Executive Director Background: The City of Ramsey has been in diSeussion~ ~bout the creation of a Housing and Redevelopment Authority (HRA) in recent years, i in reCentlniop~hs, staff has been directed to begin the process of establishing an HRA. At the iFebru~ 1, 2005, City Council Work Session, City Staff presented a schedule of' tasks to l be ac¢omPli$tied with respect to establishing an HRA. Irt accordance with State statutes, it i~ nee¢SSa~f0r!the City Council to conduct a public hearing to consider the establishment ofa H'L~. Observations: In order to form a HRA, the City must adOPt the enclosed enabling resolution. However, the consent of the Anoka :County HRA and'. the Department of Employment and Economic Development (DEED) are pre-reqtti'siteto the City adopting the enabling resolution. To date, the City has not received a response from~Anoka COunty HRA or DEED to the City's request for authorization to form a HRA. In addition, City Council must adOPt an ordinanee to amend City Code Chapter 2 (Boards and Commissions) to include the HoUSii~g and R~de~,61Opment Authority. The proposed ordinance is enclosed. Recommendation: City Staff recommends adoption of the HRA' enabling resolution. In the event Anoka County HRA and DEED have ~not resPOnded to:. the ~City's request by February 22, City Staff recommends that no action be taken regard~g the proposed enabling resolution and the public hearing be continued to March 7. City Staff recommends that the ordinance t9 mend City Code Chapter 2 to include a HRA be introduced at this time. The second reading! or final adoption would be scheduled for March 7, along with the enabling resolutionl i Council Action: Motion by Councilmember and seConde~t by Councilmember to adopt resolution #05-02- to form a I-IRA in and for the City of Ramsey. -or~
