Councilmember introduced tho following resolution and moved for its adoption: REsoLuTION #05-02- ~ y A RESOLUTION ESTAB_LISH1N~: THE RAMSE HOUSING AND REDEVELOPMENT aUTHO~ USD~a MINNESOTA STATUTES CHAPTER 469. WHEREAS, the 2001 City[ of Ram~ey Comprehensive Plan identifies goals and policies which include, but are not limite~ to the foil0wingi providing a balanced supply of housing for people of all income levels, ethni¢ity and p!iy sicaf abilities; to eliminate barriers to construction of' affordable housing units; to add :and preserve the existing supply of affordable housing; to provide mechanisms to prevent md remove: blight in residential, industrial and commercial neighborhoods; and ~ WHEREAS, the formation of~a Ho?sing iand Redevelopment Authority in the City of' Ramsey, Minnesota, will Serve as a ~t°°l to implement the goals of the Comprehensive Plan; and WHEREAS, on February 8} 2005, the Ramsey City Council adopted Resolution #05-02- __ providing for a Public Hearing~to determine the need for the establishment of a Housing and Redevelopment AuthoritY; and WHEREAS, the public hearing notice ;was published in the City's official legal newspaper on February 1 t, 2005; arid ~ WHEREAS, a Public Hearing pursuant to the aforementioned Resolution was held on February 22, 2005, not less than 10 days andl not more than 30 days after publication in the City's legal newspaper; and, ~ WHEREAS, the City Council has considered the comments from the Public Hearing, existing conditions in the City of Ramsey, and the laws set out in Minnesota Statutes Sections 469.001 through 469.047 pertaining to the establishment of a Housing and Redevelopment Authority; and : WHEREAS, the AnokalCounty Housing and Redevelopmem Authority and the Commissioner of the Minnesota DcPartmen~t 0f Employment and Economic Development have explicitly consented to the establishment of a Housing and Redevelopment Authority; and NOW T IEREFORE, IT m soLwD aY:TI E CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, i STATE OF MINNESOTA, that the City Council determines and finds the following: 1. There exists in Rams¢¥, Minnesota, substandard, blighted areas that cannot be redeveloped without government &ssistance; and, 2. There exists a shortage iof safe, :decent, and sanitary dwelling homeownership and rental accommodations for low andmoderate income persons and families; and, 3. There is hereby declared a need for ~a Housing and Redevelopment Authority to function in the City of Ramsey.
