CASE #: ~

By:

REQUEST FORSKETCH PLAN REVIEW
OF RAMISEYTO~ CENTER 7th ADDITION
CASE OF ~MSEY TOWN CENTER LLC
Sylvia Frolik, Asst.: COmm. Dev. Dir./EDA Exec. Dir.

Background:

Ramsey Town Center, LLC has submitted a sketch plan to develop 152 townhomes on 12.6 acres
contained in portions of Outlots U and-B of Ramsey Town Center Addition. The proposed
development is located South of Bunker Lake Blvd, east and west of Rhinestone St. N.W.

The following items are enclosed for your review:

a)
b)
c)
d)

Notification:

Site location map
Sketch plan
City Staff Review Letter dated January 27, 2005
Draft Planning Commission meeting minutes dated February 3, 2005

In accordance with City Code, 'residents :within 700 feet were notified of the sketch plan
application.

Observations:

The subject property is currentlY:Zoned TOwn. Center-4b Neighborhood District (TC-4b). The
TC-4b District allows for residential uses at: a net density of up to 15 units per acre. The sketch
plan shows a gross density of 12.6units per acre.

The sketch plan shows 152 townhomes: 108 2-Story units in 20 separate buildings 44 back to
back 2-story units in 7 separate buildings. :The TC-4b zoning district has a maximum 20-foot
front yard setback; all structures must be a minimum of 2 stories, with a maximum of 4 stories.
Detailed plans and architectural elements and elevations of these units will be provided as part of
the preliminary site plan approval process.

The sketch plan shows a combination of public:and private streets. It appears that there is some
sort of landscaped median on the first east/west Street south of Bunker Lake Blvd. and west of
Rhinestone Street. This street must conform to public street standards. The north/south street on
the west plat boundary needs an improved turn-around at the northerly terminus.

The TC-4b District requires 2 off-Street parking spaces for each unit; this requirement can be met
with the driveways provided for each unit.. It is noted that there a couple of parking nodes
provided on the southerly block for overfloTM parking. Since there is no parking on Bunker Lake
Blvd., Staff is suggesting that the Plans be modified to include some overflow parking on the
northerly blocks also.
