CASE # <br /> <br /> ADOPT ORDI NAi~CE TO AMEND R-1 RESIDENTIAL- <br /> RURAL DEVELOPII~[ G DISTRICT OF CITY CODE; <br /> CASE O~ CITY OF RAMSEY <br /> By: Amy GeiSler, Associate Planner <br /> <br /> · <br /> <br />Background: ~ <br /> <br />The City Council and Planning commission have been discussing proposed changes to the R-1 <br />Rural Developing District in CitY Code for several months. The City Council introduced the <br />proposed amendments at the Febi'Uary 8, 2~005. Council meeting; the amendments are now ready <br />for adoption. <br /> <br />The following items are enclosed.foryour, infOrmation: <br /> <br /> a) Map exhibit - Rural DevelOping Areal <br /> b) Draft Rural Developing O~;dinance. <br /> <br />Notification: <br /> <br />A public hearing was held at the AUgust 5, 2004 Planning Commission meeting, and was properly <br />advertised in the Anoka County Unioni Staff also sent a public hearing notice, map, and summary <br />of' proposed changes to owners of parcels 5 acre.,s or larger in the Rural Developing District. <br /> <br />Observations: <br /> <br />Generally, a new subdivision under· the proposed standards would contain the same number of lots <br />permitted under the current 2.5 mi~nimum acre lot size, but the lots would be clustered in one area <br />of the property. The remainder of the parcel ~:ould be developed when and if city sewer is available <br />to that parcel. New lots would ra~ge' from!¼-aere to ~A-acre in size, and would be served by a <br />community septic system that wott[d be. located on a lot controlled by a Homeowners Association <br />(HOA). The HOA would own, !maintain, and monitor the communal system. Infrastructure <br />required to hook up the system to City sewer would be iinstalled at-the front end to avoid costly <br />retrofitting down the road. ~ <br /> <br />Parcels that are 5 acres or larger Would be eligible for subdivision under the new requirements, as <br />is the case under the current code. Park dedication and density transition requirements in City <br />Code would apply to new subd!visions under the new code.. The remainder of the parcel not <br />utilized for cluster lots or the communal system w°uld be platted as one or more outlots to allow <br />further urban development when and if urban, services are available to the site.. <br /> <br />The City Council introduced the 'ordinance at the iFebruary 8, 2005 meeting. There were several <br />questions relating to requirements for eom. muna[ septic systems and their aband6nment. The <br />Minnesota Pollution Control AgenCy has S~andards in place for-proper abandonment of septic <br /> <br /> <br />
