She advised a motiOn for approval should also include a statement that <br />Seven Feldman would enter into a development permit with the City. <br /> <br />Motion by Councihnember Pearson, seconded by Councilmember Cook, to approve the site plan <br />contingent upon compliance with City Staff Re~iew Letter dated February 4, 2005 and receiving <br />final plat approval of Ramsey Office Park, and to require Steven Feldmen to enter into a <br />development permit with the City. <br /> <br />Further discussion: Mayor Pro Tern Elvig noted some of the residents have concern about runoff <br />in the area. He questioned if the drainage has ~been evaluated in relation to the parking. City <br />Engineer Jankowsld replied a portion of River's Bend Park is in the flood plain and does flood <br />periodically due to the rise of elevation to the:Rum River. While it is true this will technically <br />add a little more runoff into the drainage o'f the Rum River, staff does not feel there will be any <br />negative impact fi'om this addition. The: flooding is not from drainage coming down from <br />developed areas. Until the discussion on the last case, staff had anticipated this trail would be <br />constructed as part of the improvements along with Mr. Feldman's property. It makes sense to <br />have Mr. Feldman complete this as part of the site plan because he will have the equipment on <br />site. Mayor Pro Tern Elvig inquired about this in relation to the development permit. City <br />Engineer .lankowski indicated the development pemfit can be modified to be consistent with the <br />previous two cases. <br /> <br />Motion earned. Voting No: None, AbSent: Mayor Gamec. <br /> <br />Case #7: <br /> <br />Introduce Ordinance to Amend R-1 Residential District of City Code; Case <br />of City of Ramsey <br /> <br />Associate Planner Geisler reviewed that the City Council and Planning Commission have been <br />discussing proposed changes to the R-1 Rural Developing District in City Code for several <br />months. The Planning Commission held a public hearing on the proposed changes at their <br />August 5, 2004 meeting.
