Absent: None. <br /> <br />Case #3 <br /> <br />Request for Sketch Plan Approval of Brookfield Addition; Case of Oakwood <br />Land DeVelopment <br /> <br />Presentation <br /> <br />Associate Planner Geisler advised that as the Planning Commission is aware, the Comprehensive <br />Plan amendment to consider extension, of urban services to the northern areas of the City is still <br />in process. She stated for that reasOn, City Staff is of the opinion that it is premature to make any <br />recommendations on the proposed' plan for the subject property and recommends tabling any <br />decisions on the sketch plan. <br /> <br />Associate Planner Geisler stated that Oakwood Land Development has applied for sketch plan <br />approval to develop 235 urban single ifami!y residential lots on the property generally located <br />west of Nowthen Blvd. and south of Trott Birook. She indicated the property is currently located <br />in the R-1 Rural Developing district and the' minimum lot size is 2.5 acres. She noted that if the <br />property is approved for development with urban services, the net density allowed under R-1 is <br />three units per acre. She stated the sketch plan reflects a gross density of 1.3 units per acre. <br /> <br />Associate Planner Geisler stated there are substantial wetlands on the proposed plat that will need <br />to be delineated and encumbered with drainage and utility easements on the preliminary and final <br />plats. She indicated that :Trott BroOk is a designated tributary of the Rum River, and is subject to <br />Scenic River and Shoreland Management requirements, specifically a 100-foot setback for all <br />homes from the OHW of Trott Brook. <br /> <br />Associate Planner Geisler advised that becaUse the project proposes to develop more than 80 <br />acres of agricultural, naturally vegetated, and forested land, environmental review is required. <br />She stated that an Environmental Assessment Worksheet (EAW) will be required as a part' of the <br /> <br />Planning <br /> <br />Commission/January 6, 2005 <br /> page 6 of 21 <br /> <br /> <br />
