septic system in the rear of the Subject Property, and a swimming pool to the northwest <br />of the home. <br />21. That the Permittee has provided a statement from a Certified Septic Designer stating <br />that should the Accessory Building be located directly west of the home (in the side <br />yard), it would result in difficulties in accessing the backyard for maintenance and/or <br />replacement of the existing septic system due to existing trees along the western <br />boundary of the Subject Property and elevation changes in the eastern portion of the <br />Subject Property. <br />22. That the Permittee has obtained signatures of six (6) of the seven other property owners <br />on the cul-de-sac supporting the request. <br />23. That the Permittee has stated that they would not be able to accomplish their goal of <br />providing indoor storage space for items presently stored outdoors on the Subject <br />Property if the length of the Accessory Building were reduced, creating a greater <br />setback from the front property line. <br />FINDINGS OF FACT <br />1. That the location of the Accessory Building will not impair an adequate supply of light <br />and air to adjacent property. <br />2. That the location of the Accessory Building use will not unreasonably increase the <br />congestion on the public street. <br />3. That the location of the Accessory Building will not have the effect of allowing any <br />use prohibited in the R-1 Residential (Rural Developing) District. <br />4. That the location of the Accessory Building will not permit a lesser degree of public <br />health, safety, and general welfare protection than established by Chapter 117 of the <br />Ramsey City Code or permit standards which are lower than those required by state <br />law. <br />5. That the location of the Accessory Building will not increase the danger of fire or <br />endanger the public safety. <br />6. That the location of the Accessory Building will not unreasonably diminish or impair <br />established property values within the neighborhood, or in any way be contrary to the <br />intent of Chapter 117 of the Ramsey City Code. <br />7. That the location of the Accessory Building will be harmonious and appropriate in <br />appearance with the existing or intended character of the general vicinity and such use <br />will not change the essential character of the area. <br />RESOLUTION #19-005 <br />Page 3 of 7 <br />
