septic system in the rear of the Subject Property, and a swimming pool to the northwest
of the home.
21. That the Permittee has provided a statement from a Certified Septic Designer stating
that should the Accessory Building be located directly west of the home (in the side
yard), it would result in difficulties in accessing the backyard for maintenance and/or
replacement of the existing septic system due to existing trees along the western
boundary of the Subject Property and elevation changes in the eastern portion of the
Subject Property.
22. That the Permittee has obtained signatures of six (6) of the seven other property owners
on the cul-de-sac supporting the request.
23. That the Permittee has stated that they would not be able to accomplish their goal of
providing indoor storage space for items presently stored outdoors on the Subject
Property if the length of the Accessory Building were reduced, creating a greater
setback from the front property line.
FINDINGS OF FACT
1. That the location of the Accessory Building will not impair an adequate supply of light
and air to adjacent property.
2. That the location of the Accessory Building use will not unreasonably increase the
congestion on the public street.
3. That the location of the Accessory Building will not have the effect of allowing any
use prohibited in the R-1 Residential (Rural Developing) District.
4. That the location of the Accessory Building will not permit a lesser degree of public
health, safety, and general welfare protection than established by Chapter 117 of the
Ramsey City Code or permit standards which are lower than those required by state
law.
5. That the location of the Accessory Building will not increase the danger of fire or
endanger the public safety.
6. That the location of the Accessory Building will not unreasonably diminish or impair
established property values within the neighborhood, or in any way be contrary to the
intent of Chapter 117 of the Ramsey City Code.
7. That the location of the Accessory Building will be harmonious and appropriate in
appearance with the existing or intended character of the general vicinity and such use
will not change the essential character of the area.
RESOLUTION #19-005
