CC Regular Session 4. 12.
Meeting Date: 02/12/2019
By: Chloe McGuire Brigl, Community
Development
Information
Title
Adopt Resolution #19-054 Approving Abatement at 6588 141st Ave NW (Case of Northern Technologies Inc)
Purpose/Background:
The purpose of this case is to approve the scheduling of an abatement at 6588 141st Ave NW. The property in
question is in violation of off-street parking and nuisance regulations. Staff has attached the last notice sent to the
property owner, informing them of this City Council meeting and outling the items that would be removed during
an abatement. The items in question include all vehicles and items parked on the grass, parked on adjacent
properties, and parked on the city street and right-of-way.
Staff has sent four previous letters in 2018 and granted an adminstrative extension through February 1, 2019. Upon
inspection on February 5, 2019, the items were not resolved and additional vehicles were parked on the Basalt
Street right-of-way.
Notification:
N/A
Observations/Alternatives:
Alternative 1: Adopt Resolution # 19-054. City Staff will work with the City's abatement contractor and schedule an
abatement as soon as February 18, 2019, based on their availability. The cost of the abatement will be assessed
back to the property. This would close an ongoing code enforcement case, with violations that have spanned many
years.
Alternative 2: Grant an extension for cleanup for an additional 60 days. Staff could be supportive of this alternative
if the City Council felt it would remedy the situation. Staff is not confident that an extension will solve the issues, as
the vehicles continue to park in violation of the City Code. Additionally, staff does not feel this is appropriate as all
of the items in violation are movable. If the items were frozen or unmovable due to weather, staff could consider
this alternative.
Alternative 3: Deny the Resolution. Staff would need additional direction from the Council on how to proceed.
Funding Source:
Staff is handling this as part of normal duties. The City's abatement contractor would conduct the abatement and the
property would be charged the cost of the abatement plus a 25% adminstrative fee.
Recommendation:
Staff recommends adoption of Resolution # 19-054.
Action:
Motion to Adopt Resolution #19-054 approving abatement at 6588 141st Ave NW.
