Voting No: None. <br /> <br />Mayor Gamec announced the Council will be looking at snowmobiling and he asks that people <br />respect people's property. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request for Sketch Plan Approval of Shade Tree Cottages; Case of Shade <br />Tree Communities, LLC <br /> <br />Associate Planner Wald stated Shade Tree Communities, LLC applied for sketch plan review to <br />create a residential Planned Unit Development subdivision consisting of single unit townhomes <br />on the property generally located west of Potassium Street and east of Nowthen Boulevard. The <br />sketch plan that was reviewed by the Planning Commission at their January 6, 2005 meeting <br />proposed to develop 10 single-family lots and 32 single unit townhomes. The applicant has since <br />revised the sketch plan to address some of staff's initial comments and concerns. <br /> <br />Associate Planner Wald explained the subject property is 28 acres in size and zoned R-1 Single <br />Family. City Code restricts density to three units per acre or up to four units per acre through a <br />PUD, which can include townhomes. The sketch plan is proposing to plat the property into two <br />single-family lots and 50 detached single unit townhomes for a density of 3.5 units per acre. The <br />subject property will need to be rezoned to PUD. She explained staff will refer to the standards <br />established in the R-2 District when reviewing setback and dimensional requirementsl The <br />applicant has the ability to request deviations from City Code through the PUD process. <br /> <br />Associate Planner Wald indicated the sketch plan is proposing to gain access from'Potassium <br />Street and Radium Street. The subdivision is complying with City Code by making a connection <br />to Radium Street, which is located within, an existing residential neighborhood. The City has <br />also received a sketch plan application fbr the development of the property located to the east of <br />the subject property; Rum River Meadows. It is important to coordinate street layout and <br />connections between Shade Tree Cottages, Rum River Meadows, and the existing neighborhood <br />to the north. The revised street layout provides for the most direct connection to Radium Street. <br />Associate Planner Wald explained Potassium Street is currently an unimproved public street. It <br />is the City's desire to upgrade gravel streets whenever possible and therefore discussions have <br />been initiated regarding the City participating in the cost to complete the street improvement <br />project, especially considering that Potassium Street is already a dedicated public street and <br />therefore is not included in the plat boundary line. In order to facilitate development within Rum <br />River Meadows, Shade Tree Cottages, and to better serve existing residents along Potassium <br />Street, it seems beneficial to upgrade Potassium Street to urban street standards in conjunction <br /> <br />City Council/January 25, 2005 <br /> Page 4 of 24 <br /> <br /> <br />
