Mayor Gamec asked why this does not include the golf course area.

City Administrator Norman replied the area currently being discussed for development is west of
Town Center, probably to the border.

Councilmember Cook questioned how individual developing properties would be held to a
master development.

City Administrator Norman noted the Town Center plan today is similar to the master planning
for that area. Staff believes there is not enough detail in the land use plan for the area west of
Town Center with details like transportation corridors, parks and trial systems.

Assistant Public Works Director Olson advised he thinks this is something that is needed or
developers will be coming forward without that detail in the plan. He suggested this could be
viewed as a Town Center Phase 2. He suggested it may be beneficial to have citizens involved
with this planning, as they were with the Town Center Task Force, which is still in place.

Mayor Gamec stated there are several things on the move and this is something that needs to be
moved on. He would like to see this completed within 60 to 90 days. He suggested the Town
Center Task Force be utilized for this planning as well, as the task force has been working with
this area and is currently in place.

City Administrator Norman indicated although the complete process may take longer, a
preliminary report could likely be completed in a 60-day period.

The consensus of the Council was that the Town Center Task Force should also work on this
master planning of the area surrounding the Town Center Area.

Motion by Councilmember Cook, seconded by Councilmember Olson, to contract with Mike
Gair of MFRA as the land use planning consultant, Jack Buxell of Buxell Architects as the
residential architect, and Kathy L. Anderson of Architectural Consortium as the commercial
architect consultant, to initiate a master planning of the area surrounding the Town Center Area.

Motion carried. Voting Yes: Mayor Gamec, Councilmember~ Cook, Olson, Jeffrey, and
Strommen. Voting No: None. Abstain: Councilmembers Elvig and Pearson.

Further discussion: Mayor Gamec noted staff should also look at the area to the north more
proactively.

Case #10: Receive Feasibility Studies and Set Date for Public Hearing on Ramsey Town
Center Improvements

Assistant Public Works Director Olson indicated the main purpose for this case is to provide the
Council with information regarding the feasibility studies for the Ramsey Town Center
Improvements.

P38

City Council/January 25, 2005
