REQUEST FOR CoMPREHENSIvE PLAN AMENDMENT <br />FOR THE PROPOSED PLAT OF SWEET BAY RIDGE; <br />CASE OF OAKWOOD LAND DEVELOPMENT <br /> By: Sylvia Frolik, Asst. Comm, Dev. Dir./HRA Exee. Dir. <br /> <br />CASE # I <br /> <br />Background: <br /> <br />Oakwood Land Development has sUbmitted an application for an amendment to the 2001 <br />Comprehensive Plan. The request is to change the :land use designation from R-1 Rural Reserve <br />to Low Density Residential on the property generally known as the St. Anthony Gun Club, which <br />is located on the east side of Vario[ite at about 161st Avenue. The amendment to the <br />Comprehensive Plan, along with a subdiviSion request, would allow the applicant to develop the <br />property with single-family homes served bYsanitary sewer and municipal water. <br /> <br />The following items are enclosed for your information: <br /> <br />a) Site Location Map <br />b) Sketch Plan <br />c) Proposed Resolution approving the request and authorizing submittal to Metropolitan <br /> Council <br /> <br />Notification: <br /> <br />State law requires that the City notify property owners within 350 feet be notified of the request <br />and public hearing date. Staff attempted to notify property owners within 700 feet of the subject <br />property. <br /> <br />Observations: <br /> <br />Oakwood Land Development is proposing to-extend sanitary sewer and municipal water to the <br />former St. Anthony Gun Club property in the R-1 Residential - Rural Reserve District. The <br />proposed sketch plan is proposing to .develop the property with single family homes at urban <br />densities. The 200i Comprehensive Plan designates the subject property as Rural Reserve. <br />Development of Sweet Bay Ridge with ~urban services requires a Comprehensive Plan <br />Amendment to change the subject property's land use designation from Rural Reserve to Low <br />Density Residential. <br /> <br />The Planning Commission reviewed the sketch plan for Sweet Bay Ridge (aka Gun Club <br />Property) at its January 6, 2005 meeting. At that time, City Staff reported that any decision on <br />the sketch plan may be premature as the Comprehensive Plan amendment to consider extension <br />of urban services to the northern areas of the City is still in process. Per Staff's recommendation, <br />action on the sketch plan was tabled until March to allow the City more time to work on the <br />comprehensive plan amendment. On January: 4, 2005, the City Council and the Planning <br />Commission provided Staff and the consultants with direction and comments that basically <br />expanded the scope of the Comprehensive Plan frOm an amendment to a re-write. <br /> <br />The expanded scope of the comprehensive plan amendment will extend the time frame to <br />complete the amendment process.
