Councilmember <br /> <br />__ introduced the following resolution and moved for its adoption: <br /> RESOLUTION/t05-03- <br /> <br />A RESOLUTION IDENTIFYING FINDINGS, APPROVING A cOMpRItENSIVE pLAN <br />AMENDMENT TO CHANGE A LAND USE DESIGNATION ON THE PROPOSED PLAT <br />OF SWEET BAY RIDGE FROM R-1 RURAL RESERVE TO LOW DENSITY <br />RESIDENTIAL, AND AUTHORIZING CITY STAFF TO SUBMIT AN APPLICATION TO <br />THE METROPOLITAN COUNCIL FOR AN' AMENDMENT TO THE COMPREHENSIVE <br />PLAN <br /> <br /> WHEREAS, on February ___, 2005, the City of Ramsey received an application from <br />Oakwood Land Development (the "Property Owner") requesting an amendment to the <br />Comprehensive Plan to change the future land use designation from R-1 Rural Reserve to Low <br />Density Residential for the following legally described property: <br /> <br />Part of the Northeast Quarter of the Southeast Quarter of Section 16, TOwnship 32, <br />Range 25, Anoka County, Minnesota <br /> <br />And <br /> <br />Part of the Southeast Quarter of the Northeast Quarter of Section 16, Township 32, <br />Range 25, Anoka County, Minnesota <br /> <br />(The Subject Property) <br /> <br /> AND WHEREAS, the Comprehensive Plan:approved in 2001 shows the Subject Property <br />designated land use as R-1 Rural Reserve; and <br /> <br /> WHEREAS, the property oWners-are requesting that the Subject Property designated land use <br />be changed to Low Density Residential; and <br /> <br /> WHEREAS, all three of the development scenarios for the. comprehensive plan amendment <br />reviewed by the Planning Commission and City Council on January 4 reflected the proposed plat of <br />Sweet Bay Ridge being developed with urban services; and <br /> <br /> WHEREAS, the proposed plat of Sweet Bay Ridge will be subjeCt to an Environmental <br />Assessment Worksheet (EAW), which' will address transportation, environmental requirements, and <br />water control in greater detail than the Comprehensive planrewrite; and <br /> <br /> WHEREAS, the Property OWners did previously petition for the extension of sanitary sewer <br />and municipal water to the north and the City has completed a Feasibility Study For Northwest <br />Sanitary Sewer And Watermain Extension, dated March 2004, which study determined that the <br />extension of services to the Subject Property is feasible; and <br /> <br /> WHEREAS, the Ramsey Planning Commission met on March 3, 2005, conducted a public <br />hearing, and recommended that the Ramsey City Council approve the Property Owner's request for <br />an amendment to the Comprehensive Plan. <br /> <br /> <br />
