2001 Comprehensive Plan
Amended February 26, 2002

compares to the state percentage of 69.7% and Anoka County percentage of 79.3%. Five
percent of the civilian labor force in Ramsey was unemployed in 1990.

E. Critical Issues

To identify the critical issues facing Ramsey today and into the future, a series of
community meetings were held in October of 1997. More specifically, the purpose of the
community meetings was to identify the most important issues that need resolution or
further direction. Following the community meetings twenty people representing a
multitude of growth perspectives were appointed by the City Council to participate in a
focus group to define the issues identified at the community meetings and recommend
solutions for the consultants to pursue as part of the comprehensive planning process.
The focus group met four times in December of 1997 to complete its task.

1. Issues Definition
The focus group defined seven critical issues as follows:

Issue 1 - Residential Growth - Urban growth creates conflicts where it
meets existing rural development.

Issue 2 Parks~ Recreation~ Trails~ and Open Space - Should the
City emphasize passive open space or active parks? Do all parks have to
accommodate all of the same uses?

Issue 3 - Protect Rural Lifestyle - Urban/rural conflicts, how do we
resolve them?

Issue 4 Individual Property Rights - Rights of landowners to
develop vs. rights of surrounding residents.

Issue 5 Density of Population - How to make urban and rural
densities compatible?

Issue 6 - Housin~ Diversity - How much and in which location should
diverse housing occur?

Issue 7 MUSA Expansion - Should MUSA be expanded for
residential development? Where should it expand? Should it have to
require a referendum? (Chapter 8 of the City Charter outlines the process
and procedures for expanding urban services. Chapter 8 of the City
Charter is included as Appendix H).

2. Issues Resolution

The following represents a summary of the degree to which issues were or were
not resolve&

2001 Ramsey Comprehensive Plan
Amended February 26, 2002

Page III-14
