10.

11.

12.

13.

2001 Comprehensive Plan
Amended February 26, 2002

To protect the rural life-style and character of the Ramsey
Community specifically with regards to existing residential
development.

To protect the integrity of existing neighborhoods by requiring that
new housing transition in terms of density and housing types into
existing single family detached housing developments.

To provide for the availability of a full range of services and
facilities for residents.

To create and improve upon access to and linkages between housing
and employment.

To increase densities along or near major transportation corridors
placing less demand on local roadways

To maximize the efficiency of but not over utilize the regional and
local built and planned infrastructure system.

To achieve an overall grosss density for all future residential housing
development within the urban services area of 3 or more units per
acre.

To protect existing and future neighborhoods from external stresses
such as traffic, noise or water quality pollution.

To preserve and enhance the physical environment by practicing
energy efficient development and design.

To achieve a balance of affordable, moderate and move-up cost
housing.

~ For this plan it is important to define gross and net density. Gross density means the number of units per
total acres (both developable and undevelopable lands). Net density means the number of units per 'usable'
acres (i.e. excluding wetlands and major road R.O.W. as identified on the comprehensive plan
transportation map).

Ramsey Comprehensive Plan
Amended February 26, 2002

Page V-13
