2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Places to Work and Places to Shop Performance Criteria <br />In order to ensure proper siting and development of commercial, office <br />and industrial uses within the places to work and places to shop areas all <br />projects should be evaluated based on the following criteria: <br /> <br />1. The project is planned as an integral element of the larger <br /> community with interconnecting streets, paths and greenways. <br /> <br />The project is planned to minimize conflicts between non- <br />business/industrial uses (for example parking lots and loading docks <br />should be located away from or adequately buffered from residential <br />neighborhoods). <br /> <br />Opportunities to minimize infrastructure and other elements of the <br />built environment are incorporated into the design (for example <br />shared parking and driveways or decked parking). <br /> <br />4. The project displays elements that enhance or build upon the identity <br /> and image of the Ramsey Community and the project. <br /> <br />d) Mixed-Use <br />Mixed Use includes retail, commercial, entertainment, office, <br />institutional, high density residential, transit hubs and park and recreation <br />uses. The Comprehensive Plan anticipates two areas of Ramsey to be <br />designated as Mixed Use; the first area stretching from the west side of <br />Armstrong Blvd. to the west side of Ramsey Blvd. and a second area <br />south of State Highway 10 west of Feldspar St. <br /> <br />Town Center Mixed Use Area: The Town Center Mixed Use area is <br />proposed to be located in portions of Section 28 and 29 stretching from <br />the west side of Armstrong Blvd. to the west side of Ramsey Blvd., north <br />of the railroad. Mixed Use was chosen for this site because of the <br />proximity to major employment areas, major transportation corridors and <br />a future commuter rail station serving the Northstar Commuter Rail <br />Corridor8. The area east of Armstrong Boulevard is undeveloped and <br />actively being marketed for sale. The purpose of the Town Center <br />Mixed Use Area is to establish a community hub that integrates places to <br />work, play and live and embraces transit oriented design in anticipation <br />of the potential future commuter rail station. <br /> <br />8 The Northstar Corridor is a 70-mile long transportation corridor that runs along TH 10/47 from downtown <br /> <br />Minneapolis to the St. Cloud and Rice areas. The Northstar Corridor Development Authority has been <br />organized to study the feasibility of improved transit services along this corridor including the option of <br />Commuter Rail.
