Given <br />the limited supply of land for industrial development in the community, <br />expansion of the MUSA would be needed to continue to take advantage <br />of a good industrial development market. <br /> <br />There is a strong interest both at the citizen level and the regional <br />government level for more controlled and planned growth. Although <br />some people argue that controlled growth simply means slower growth <br />(or no growth in extreme cases), it also means more efficient and <br />sensible growth. The goals, policies and performance criteria set forth in <br />the future land use plan are intended to preserve and enhance the quality <br />of life within existing residential neighborhoods, while increasing <br />densities within the current and future MUSA areas and buffering <br />incompatible land uses. <br /> <br />The staging map as seen in Figure V-3 is intended to provide a guide for <br />the establishment of urban growth boundaries to the year 2020. This <br />plan assumes MUSA expansion westerly along Highway 10 as the <br />primary expansion and growth area with growth occurring north of <br />Highway 10 to 2010 and south of Highway 10 post 2010. <br /> <br /> The City of Ramsey should closely monitor its vacant land supply and <br /> the market interest for residential and industrial development in the <br /> community. It should develop a thorough inventory of the City's <br /> housing supply compared to the demographics of the community to <br /> ensure an adequate supply of life cycle housing to meet demand. In order to completely deplete the developable land supply within the urban growth <br />boundary by 2015, approximately 400 housing umts per year would need to be constructed. Past trends <br />have been at about 250 umts per year.
