2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Mn/DOT has conducted a study to determine the feasibility of commuter rail <br />service in the North Star commuter rail corridor, which includes US 10. The <br />BNSF railroad tracks through Ramsey are a part of this corridor. Mn/DOT has <br />concluded that commuter rail service is feasible in this corridor, but issues <br />regarding the usage of these tracks by a public commuter agency need to be <br />settled before commuter train operation can begin. Anoka County is studying <br />locations for commuter rail depots should commuter rail service be established. <br />A depot site has not yet been selected for Ramsey. A commuter rail corridor <br />offers another mode of transportation furthering Highway 10 functioning as a <br />dedicated transitway. <br /> <br />F. Aviation <br /> <br />There are no aviation facilities in the City of Ramsey since the closing of the Gateway <br />North Airport in the early 1990's. However, the City is within the region's general <br />airspace which needs to be protected from potential obstructions to air navigation. The <br />nearest airport facilities for the City of Ramsey include the Anoka County airport in <br />Blaine and the Minneapolis/St. Paul International Airport near Richfield. <br /> <br />Under Minnesota Statues 360, the state regulates the height of structures as they are <br />defined and enforced under Aeronautics Rules and Regulations 8800.1200 Criteria for <br />Determining Air Navigation Obstructions. Subparagraph 4(B) states: <br /> <br />"objects more than 200feet above the ground or more than 200feet above the established <br />airport elevation, whichever gives the higher elevation, within three nautical miles of the <br />nearest runway of an airport, and increasing in the proportion of the 1 O0 feet for each <br />additional nautical mile of distance from the airport but not exceeding 300 feet above <br />ground", is a general obstruction. <br /> <br />Notification to MnDOT Aeronautics is required when any object as defined above would <br />affect general airspace. <br /> <br />Notification: Any sponsor who proposes any construction of alteration that would exceed <br />a height of 200 feet above ground level at the site, or any construction or alteration of <br />greater height than an imaginary surface extending upward and outward at a slope of <br />100:1 from the nearest point oft he nearest runway ora public airport shall notify the <br />Commissioner at least 30 days in advance <br /> <br />Local reporting is in addition to any Federal permitting/review process (FAA Form 7460- <br />8) involving a sponsor/proposal. <br /> <br />Recommended Policy <br />It is the policy of the City to: <br /> <br />1. Notify MnDOT Aeronautics of any structure 200 feet above the ground that could <br /> affect airspace. <br />2.
