2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />grade separated interchanges. This has not been identified in the Mn/DOT <br />Transportation Improvement Program through 2010. Upgrading would improve <br />capacity and safety. An updated TH 10/169-corridor study is suggested to determine <br />the impact that these changes would have on affected properties along TH 10/169 and <br />traffic operations. This update should be a regional effort involving Mn/DOT, Anoka <br />County, the City of Ramsey, and adjacent communities. The corridor study should <br />include the following elements: <br /> <br />· Study access points and median breaks to determine if closure benefits <br /> movements along TH 10/169. <br />· Establish an access spacing and closure policy for implementation <br />· Coordinate frontage road access with abutting properties and cross street <br /> intersections along TH 10/169. <br />· Determine the adequate detachment distance between TH 10/169 and the frontage <br /> roads at each access point. <br />· Identify a preferred location and design of a grade-separated interchange between <br /> TH 10/169 and any potential Mississippi River bridge crossing. <br />· Establish an appropriate land use pattern that reduces or minimizes conflicts with <br /> the highway. <br /> <br />The Metropolitan Council's Transportation Policy Plan recommends that a corridor <br />study be undertaken sometime between 2001 and 2005 for TH 10 from Egret <br />Boulevard in Coon Rapids to TH 101 in Elk River. The City of Ramsey will <br />communicate with Mn/DOT regarding the possibility of accomplishing this corridor <br />study at the beginning of the 2001 to 2005 time frame. <br /> <br />An access and corridor study was prepared for TH 47 in 1996. This study <br />recommended that TH 47 ultimately be widened from its present two lanes to four <br />lanes between 167th Avenue and CSAH 116, and that access points be consolidated to <br />reduce their frequency. New turn lanes and traffic signals were also recommended at <br />major street intersections. The improvements recommended by the study would likely <br />be implemented 1999 to 2010. <br /> <br />CR 116 will be extended westward from its present terminus at Ramsey Boulevard to <br />Armstrong Boulevard. This extension will improve the east-west connectivity of the <br />roadway system, relieve TH 10/169 of some shorter distance trips, and offer access to <br />the new local streets that will serve future development in this area. <br /> <br />2001 Ramsey Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Page 14-6 <br /> <br /> <br />
