2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />2. To provide accessibility to all community parks through safe on-off road trail <br /> connections. <br /> <br />To preserve continuous open space corridors that protect natural vegetation and water <br />quality, provide wildlife habitat, and preserve the natural identity of Ramsey. <br /> <br />To have an effective and efficient system of parks and trails that meets the needs of <br />Ramsey residents, both urban and rural. <br /> <br />Park and Recreation Policies <br />It is the policy of the City to: <br /> <br />Continue to coordinate planning efforts with the Mississippi National River and <br />Recreation Area program on establishing a regional trail along the Mississippi River <br />that includes rest areas, scenic overlooks, and interpretive stops. <br /> <br />2. Construct or redesign neighborhood parks as needed over time with resident's input to <br /> better serve their needs and create neighborhood ownership of parks. <br /> <br />3. Develop a process to improve use and efficiency of under-utilized or ineffective park <br /> parcels. <br /> <br />4. Cooperate with school districts to develop and maintain joint-use school-park <br /> facilities. <br /> <br />Continue to expand safe and convenient on and off road trail systems, which <br />interconnect schools, parks, community recreation facilities, neighborhoods and other <br />community activity centers. <br /> <br />6. Continue to acquire land and right-of-ways along Trott Brook for a regional hiking <br /> trail. <br /> <br />7. Take advantage of opportunities to tie into surrounding community's park and trail <br /> plan. <br /> <br />8. Rename ditch 66, and continue acquiring land along it for an important trail system <br /> link. <br /> <br />9. Create a separated and landscaped paved trail along planned parkways of Industry <br /> Avenue and 153rd Avenue. <br /> <br />10. Encourage parkland dedication of areas within the proposed greenway corridor. <br /> <br />11. <br /> <br />Promote use of conservation easements, land trusts, transfer of development rights or <br />other unique tools to retain areas of significant natural resources in the City open <br />space inventory. <br /> <br />12.
