2001 Comprehensive Plan <br />Amended February 26, 2002 <br />industrial and office warehouse type uses. Another portion is reserved for mixed-use <br />development. Further opportunity exists for redevelopment of underutilized and blighted <br />lands within the existing MUSA. <br /> <br />The following strategies will assist the City in achieving the economic development goals <br />established by this plan: <br /> <br />Business Retention <br />Work with major employers (and small employers depending on available resources) <br />to assist with space planning needs, buffering uses, environmental clean up, expansion <br />of facilities, labor and training needs, public transit needs. Retaining Ramsey <br />employers (and employees) should be a high priority for use of public financial <br />assistance such as tax increment financing. <br /> <br />ge <br /> <br />Communication <br />Open up dialogue between City officials and business owners to ensure needs are <br />being met. Continue to acknowledge business owners through the Ramsey Business <br />Appreciation Day. Create a networking meeting with neighboring communities to <br />find out what issues adjacent communities are struggling with and how communities <br />can work together to obtain similar goals. <br /> <br />o <br /> <br />Education <br />Participate in professional organizations such as National Association of Industrial <br />and Office Properties (NIAOP), Economic Development Association of Minnesota <br />(EDAM), Department of Trade and Economic Development (DTED), etc.., to remain <br />educated on current market conditions and development tools and to market the City <br />of Ramsey to professional real estate brokers and developers. <br /> <br />o <br /> <br />Partnerships <br />The formation of partnerships in development of industrial or business parks and <br />redevelopment projects can provide the City with the ability to maintain control of the <br />qualitative aspects of the development and convert unmarketable property into <br />attractive sites for future development. Partnerships can be created with government <br />agencies (DTED, Metropolitan Council, Anoka County), major industrial or business <br />park developers or major utility companies (Connexus Energy). <br /> <br />o <br /> <br />Redevelopment <br />Identify underutilized and blighted land areas that could garner a higher net tax <br />capacity and work with the landowners of these sites to establish a long-term <br />redevelopment plan. The main objectives of redevelopment plans should be to <br />increase the efficiency of the land use and enhance image. Such a plan would identify <br />other redevelopment objectives, a financing strategy and a marketing strategy and <br />would assess the public cost of the project vs. the anticipated public benefit. Financial <br />assistance for redevelopment projects should only be used when it can be <br />demonstrated that a project could not be done without such public assistance and <br />when the overall benefit (qualitative and quantitative) exceeds the cost. <br /> <br />Specific areas for potential redevelopment will be identified in an industrial <br />redevelopment study beginning in 1999. <br /> <br />2001 Ramsey Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Page XII-4 <br /> <br /> <br />
