2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Land Banking <br />This is a tool similar to property acquisition where the public (City of Ramsey) <br />purchases the land before it is ready to develop. When the area is ready to <br />develop, the City can sell the land with restrictions that preserve open space or <br />limit development. This technique may also be referred to as advanced <br />acquisition. <br /> <br />D. Funding Sources <br /> <br />One of the key obstacles to utilizing some of the tools described above is adequate <br />funding.
