10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />20. <br /> <br /> 2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Formulate and continually update a surface water management plan that provides for <br />the protection and enhancement of the City's lakes, rivers, streams and ditches. <br /> <br />Support state rules for on-site sewage disposal systems and implement septic system <br />inspection program. <br /> <br />Protect natural water courses, bottomland forests, prairies, and woodlands and <br />encourage preservation of open spaces that contain significant natural features. <br /> <br />Prohibit development on or alteration of slopes, which are susceptible to severe <br />erosion. <br /> <br />Ensure urban best management practices are adhered to during and after construction <br />projects including the replacement of all vegetative cover removed for construction <br />purposes. <br /> <br />Adopt development controls consistent with National Urban Runoff Program (NURP) <br />standards and the MPCA's urban best management practices to reduce nonpoint <br />source pollutant loading in storm water runoff. <br /> <br />Require storm water management and erosion control plans for all urban <br />developments. <br /> <br />Encourage and assist when possible private property owners in the implementation of <br />shoreland protection and stabilization projects consistent with state and local <br />regulations. <br /> <br />Discourage the use of herbicides, pesticides and fertilizers on residential and public <br />lawns and agricultural fields to support sustainable land treatment activities. <br /> <br />Prohibit alterations of wetlands, removal of significant tree canopy and clear cutting <br />of natural vegetation areas and encourage restoration of native vegetation such as <br />floodplain forest or dry prairie grass. <br /> <br />Work with the Anoka County Integrated Waste Management department to develop <br />and implement programs that contribute to waste reduction, resource recovery, <br />recycling and limited landfilling. <br /> <br />Continue to support curbside recycling of reusable waste materials through <br />educational events, promotional events, and volunteer efforts. <br /> <br />Research grants and funding programs through federal, state, and local organizations <br />that support the three R's (reduce, reuse and recycle). <br /> <br />Continue to pursue and support research efforts in innovative techniques that enhance <br />the environment, provide alternative means of energy and reduce the waste stream. <br /> <br />2001 Ramsey Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Page XIII-6 <br /> <br /> <br />
