C. <br /> <br /> 2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Police <br /> <br />The City of Ramsey Police Department is housed in an approximately 5,200 square foot <br />office facility near Ramsey City Hall. This facility was built in 1996 and currently houses <br />fifteen sworn officers and four civilians including a Chief of Police, two Sergeants, one <br />investigator and eleven patrol officers. The ratio of sworn officers per thousand <br />population is estimated at .8 in 1998. The average ratio in cities of 10,000 to 25,000 <br />people is 2.32 employees per thousand population nationally. The police department uses <br />dispatching services of the Anoka County Sheriff's department. <br /> <br />D. Public Works <br /> <br />The City Public Works Department employs nine supervisors, engineering assistants, <br />mechanics, equipment operators and maintenance personnel. The public works <br />responsibility is to maintain the City's public utilities and infrastructure including police, <br />parks, sewer, water and street systems. The public works shop is approximately 25,000 <br />square feet in size and is located in Gateway Industrial Park. This facility was purchased <br />in 1994 and sits on a three acre site utilizing much of the area for storage. <br /> <br />E. Pub~cSchoo~ <br /> <br />The City of Ramsey is composed of two separate school districts. A portion of <br />northwestern Ramsey is located within Elk River School District boundaries, while the <br />remainder of the community attends school in Anoka/Hennepin District #11. The only <br />school facility within the City is Ramsey Elementary School located on Nowthen <br />Boulevard south of the current City Hall. This facility was originally constructed in 1975 <br />with an addition that doubled the size of the building in 1996. Ramsey Elementary has a <br />current enrollment of 1,260 students as of December of 1998. This enrollment equals the <br />capacity of the Ramsey Elementary School. After attending elementary schools, most <br />Ramsey students are bused to schools in Anoka for middle school at Fred Moore or <br />Sandburg Middle Schools. High School students are bused to Anoka High School in <br />Anoka at the intersection of County Road 116 and 7th Avenue. <br /> <br />F. Public Facilities and Services Plan <br /> <br />The City of Ramsey provides a broad range of high quality public services ranging from <br />public safety services such as police and fire to environmental services such as recycling <br />and composting information. The City relies on government aid, property tax revenues <br />and other local taxes and aids to finance its public services. <br /> <br />Public Facilities Goals <br />The following are the general goals for the City relative to Public Facilities: <br /> <br />1. To maintain quality public services at a reasonably affordable cost to citizens. <br /> <br />2. To reduce excess and unnecessary costs of public services. <br /> <br />3.
