TRUTH IN TAXATION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted the annual Truth in Taxation public hearing on Monday, <br />December 6, 2004, at the Ramsey Fire Station Number 1, 15050 Armstrong Boulevard NW, <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Thomas Gamec <br />Councilmember Todd Cook <br />COuncilmember Patti Kurak <br />Councilmember A1 Pearson <br />Councilmember Sarah Strommen <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />City Planner Patrick Trudgeon <br />Assistant City Administrator Heidi Nelson <br />Finance Officer Diana Lund <br />Director of Public Works/Fire Chief Dean Kapler <br />Assistant Director of Public Works Brian Olson <br /> <br />CALL TO ORDER <br /> <br />Mayor Gamec called the Truth in Taxation hearing to order at 6:19 p.m. He pointed out that this <br />hearing is an opportunity to look at the budget for the next year - 2005. The City makes a fmaxtal <br />presentation and after the presentation, citizen comment will be taken. <br /> <br />Finance Officer Lurid presented information on the property tax levy, 2005 general fund budget, <br />property tax statements, and hoTM the tax dollar is broken out. She explained that the total levy <br />for 2005 proposed by the City for this Year is $6,025,532, compared to $5,278,649 in 2004, <br />which is a $746,883 increase from last year. Ms. Lund explained what items could affect the <br />property tax rates. <br /> <br />Ms. Lund talked about and explained State mandated class rates for cities. She explained how <br />property taxes are calcUlated and the reasOnS for the tax levy increases. <br /> <br />Ms. Lund explained to the community :the levy increase which included additional staffing <br />including police officers, street maintenance staff, building inspectors, community service <br />officers and an assistant finance officer. She noted there was an increase in Street Maintenance <br />because it was put on hold in 2004 due to a levy freeze.
