The proposed development is a direct <br />result of a Tax Increment Financing initiated Project. <br /> <br />Associate Planner Wald indicated the Planning Commission reviewed the site plan at their <br />February 3, 2005 meeting. The Planning Commission recommended that the City Council <br />approve the site plan contingent upon compliance with City Staff Review Letter dated January <br />28, 2005, revised February 18, 2005. <br /> <br />Councihnember Elvig inquired if this is a fairlY small building for this lot in comparison to other <br />spaces and other projects. <br /> <br />Associate ?lanner Wald replied this project is at :14 percent lot coverage, which is average for a <br />TIF project. There have been many projects with 10 percent lot coverage. <br /> <br />Councilmember Elvig commented on the imPortance of maximizing the property and the <br />available space to get a return on the TIF financing. <br /> <br />Associate ?lanner Wald indicated staff was excited to see a two-story office building and feels it <br />suits the property well. : <br /> <br />Counci lmember Pearson inquired if there are Provisions for sidewalks in this area. <br /> <br />Associate Planner Wald replied she does not believe there are sidewalks planned in this area. <br />She explained the EDA will be drafting a memo to the Park Commission to discuss sidexvalks <br />and trails in industrial parks. <br /> <br />Motion by Councilmember Cook, seconded by C°uncilmember Pearson, to approve the proposed <br />site plan contingent upon compliance with City Staff Review Letter dated January 28, 2005, <br />revised February 18, 2005. <br /> <br />Motion carried. Voting Yes: Mayor GameC} Councilmembers Cook, Pearson, Elvig, Jeffrey, <br />Olson, and Strommen. Voting No: None. <br /> <br />Case #7: Request for Site Plan Review; case of Village Bank <br /> <br />Associate Planner Wald explained Village Bank submitted a site plan for the development of a <br />permanent banking facility on the property located at 7125 Riverdale Drive. The City granted an <br />interim use permit to Village Bank on September 21, 2004, allowing the applicant to install a <br />temporary modular office building on the subject property to operate a bank until a permanent <br />banking facility is constructed. The site plan is proposing to construct a 6,000 square foot <br />banking facility. The subject property is two acres in size and is zoned B-2 Highway Business; <br />banking I'acilities are a permitted use in this district. She advised the site plan is exceeding all <br />required setbacks. Lot coverage has been calculated at 7 percent, which is under the 45 percent <br /> <br />City Council/February 22, 2005 <br /> Page 10of 31 <br /> <br /> <br />
