An overall update on the <br />remaining process, timelines, and estimated costs required to complete the Part 2 amendments <br />will be provided in order to meet the October 6, 2019 deadline. <br /> <br />Councilmember Kuzma asked for details on the budget for the consultant. <br /> <br />City Engineer Westby replied that the consultant would be funded using the Water Enterprise <br />Fund. He also explained why the plan needs to be updated. <br /> <br />6.02: Staff Updates on Improvement Projects and Items of Interest <br /> <br />City Engineer Westby provided an update on City improvement projects focusing on the Anoka <br />County roundabout planned for Armstrong Boulevard/CSAH 83 and Alpine Drive, including <br />details on the funding and proposed timeline. He stated that staff will continue to listen for <br />updates on the MnDOT Ferry Street/Trunk Highway 47 grade separation. He also noted that the <br />th <br />City Council is scheduled to consider a topsoil ordinance amended on February 26 and <br />provided a summary of the proposed changes. He noted that both the Environmental Policy <br />Board and Planning Commission have reviewed the topic and support amending the ordinance. <br /> <br />Councilmember Kuzma asked if there will be flexibility within the ordinance that would allow <br />staff to recommend a stronger topsoil in certain areas upon staff inspection. <br /> <br />City Engineer Westby stated that the ordinance would define topsoil. He noted that under that <br />scenario there would need to be two separate definitions and he did not feel that would be <br />necessary. <br /> <br />Parks & Assistant Public Works Superintendent Riverblood explained that the ordinance also <br />identifies for alternative landscape areas. <br /> <br />Councilmember Shryock stated that certain areas of the City are more sand or clay based and <br />asked if the standard would be appropriate in both areas. <br /> <br />City Engineer Westby explained that it would be difficult to define a geographic area for topsoil. <br />He stated that the topsoil definition should be adequate for establishing and maintaining <br />vegetation. <br /> <br />Councilmember Shryock stated that during the education campaign, it should be remembered <br />that not all residents have the smart technology because of acreage and therefore multiple <br />approaches should be included. <br /> <br />7.
