Voting No: None: <br /> <br />Case #16: Request For Preliminary Concept/Plat Approval Of Rum River <br /> Bluff Planned Uni.t DeVelopment; Case Of Jack Miller: <br /> <br />Mr. Goodrich noted that if Council gives preliminary concept approval to Rum River Bluff, <br />it will not be a~eeing or disagreeing with the applicant's request regarding park dedication. <br />Park dedication will be reSOlved in the final plat approval process. <br /> <br />Motion by Councilmember'pearson :and seConded by Councilmember Peterson to approve <br />the preliminau, concept/plat of Rum River Bluff PUD as per the City Landscape Architect's <br />review dated December 4; '!989;: the,City Engineer's review dated December 5, 1989; Park <br />and Recreation CommissiOn's review;dated December 14, 1989; an additional review by <br />the Planning and Zoning Commission ~ prior to final plat approval; and the PUD being <br />subject to an2,' new recommendations :bY ihe Planning and Zoning Commission approved <br />by City Council. <br /> <br />Further Discussion: Dorothy Stadfelt inquired if the plat will still meet the 20% open space <br />dedication with the elimination ofth~ .iSla.nd outlot. Greg Frank indicated that the plat will <br />meet the 20% open space,requirement. Dorothy Stadfelt stated that the City Engineer's <br />review supports the concern of neigtib6rs i'~garding the buildability of the lots with respect <br />to adequate soils for on-site septicSystems~, Dorothy Stadfelt also noted that residents of <br />S tanhope Terrace are concerned ithat~the development of one acre lots adjacent to their 2.5 <br />acre lots will decrease the ktalue of their $250,000 homes. Dorothy Stadfelt also indicated <br />that she does not object to JUniper Ridge being developed as a through street as long as all <br />of the lots in Rum River BlUff can meetlthe requirements for on-site septic systems. Mark <br />Banwart stated that meeting the requirements of on-site septic systems is one of the intents <br />reaffirmed in CoUncil's adoption of;al reSOlution earlier this evening regarding PUDs in <br />rural areas. ~ : <br /> <br />Motion carried.
