A lengthy discussion ensued regarding the City being limited to 500 RECs from .lanuary 1, <br />1989 until the Anoka Waste iv,,ater~Treatment Plan is phased out and the need to consider <br />taking steps to assure that bo~ reside:fitiali a~nd commercial/industrial land uses have access <br />to the limited number of RECs. Mr.-Otto:Was directed to review and report on the number <br />of RECs that have been used and the number to come on line in the next 2 .',,ears; this <br />information would then be~Used:indetermining distribution of remaining RECs and if <br />necessary, as support documentation for requesting an increase of RECs. <br /> <br />Council reviewed that porti°n of the amended comprehensive plan which proposes to not <br />require all roads to be pave. if. within 'the:Rural Service Area and the Urban Reserve Area. <br />The consensus of the Council was t° reqhire paved roads in all areas of the City. <br /> <br />Motion by Councitmember -D. eLUca and secOnded by Councilmember Pearson to approve <br />the proposed amendment to the City,s iC0mprehensive Plan. <br /> <br />Motion carried. Voting Yes: MaYorlReimann, C°uncilmembers DeLuca, Pearson, Cich <br />and Peterson.
