Shirley Goefisch - 16444 St. Francis Blvd. N.W, - Inquired if all the additions will be built
by the same builder.

Chairman Zimmerman - Replied that the City doesn't know who will be building the
homes; the City regulates the division of land into lots.

Shirley Goerisch - Stated that the building could slap up some homes and then get out of
town.

Mark Banwart stated that tile City has a building inspection department that follows the
State building code to file letter.

Shirley Goefisch - Inquired as to the dollar value of the homes proposed to be built.

Mark Banwart replied that the homes would have to meet the minimum square footage
established in City Code; the home designs are individual choices. Per City Code, the
minimum square footage for a home is approximately 900 square feet. Ramsey is under
the dictate of Metro Council and if the City were to upgrade those standards, it would be
considered discrimination against affordable housing.

Bev Semanko - Inquired as to when a decision will be made regarding Trott Brook Ponds.

Chairman Zinm~erman replied that the Planning and Zoning Commission will be malting a
reconm'~endation to City Council.

Mark Banwart stated that the plat is scheduled to go to City Council on December 19,
1989.

Wayne Davis - Inquired if this property will be subject to the 4 in 40 density zoning if it is
not approved by January 1.

Mark Banwart replied that if the plat is not approved by January 1, it will be subject to 4 in
40 density zoning. Mr. Banwart noted that it is also possible that Metro Council could
revert the 4 in 40 zoning policy,

Chairman Zimmerman stated that the landowner has rights to develop his land the same as
the person who developed the land existing residents are living on did; the developer is not
appl)dng for anything illegal; a PUD is provided for in the City Code.

Commissioner Deemer referred to comments indicating that the City is rushing this plat
through and noted that the plat is being dealt Mth in the normal time frame. Commissioner
Deemer also noted that the 4 in 40 density policy has been dictated to the City by Metro
Council in return for the extension of sewer and water services to the CSty.

Dennis Strange - 8750 167th Lane- Stated that he is opposed to platting an5' lots in Ramsey
at less than 2.5 acres.

Bob Prunty - Stated that he knows the City needs development to keep the City going but it
should be accomplished with 2,5 acre lots versus 1.1 acre lots.

Planning & Zoning Commission Public Hearin~drDecember 5, 1989
Page 4 of 6
