A IgOUS .ING AND REDEVELOPMENT AUTHORITY <br /> By: SYI~'ia Frolik/HRA Executive Director <br /> <br />Background: <br /> <br />The City of Ramsey has been in discusSions about the creation of a Housing and Redevelopment <br />Authority (HRA) in recent years. i In recent months, staff has been directed to begin the process <br />of establishing an HRA; In accordance; wi.th State Statutes, it is necessary for the City Council to <br />conduct a public hearing, and reee!ve the e6nsen~ of the Anoka County HRA and the Department <br />of Employment and Economic !DevelOpment (DEED) prior to adopting the HRA enabling <br />resolution. ~ <br /> <br />Observations: <br /> <br />City Council opened the public kearing onFebruary 22, 2005. City Staff reported that the City <br />has not received the necessary ¢0nsCnts~om Anoka County HRA and DEED. Per Staff's <br />recommendation, the City Council m¢¢ssed l the public hearing to the regular meeting on <br />Tuesday, March 8, 2005. The Ci, ty has receiv~ed the necessary consents from the County HRA, <br />contingent on approval from the County's bond '.COunsel, which is expected prior to the Council <br />meeting on March 8, 2005. Consent from DEED is also expected prior to the meeting on March <br />8th. The enabling resolution will therefore be:eligible for adoption. <br /> <br />On February 22, 2005, the City coUncil ~also-:introduced an ordinance to amend City Code <br />Chapter 2 (Boards and Commissions) to dreate the HRA. The Ordinance is now eligible for <br />adoption. <br /> <br />The following items are enclosed: <br /> <br /> (a) Letter from Anoka Countyl authorizing City HRA <br /> (b) Proposed HRA Enabling Resolution! <br /> (c) Proposed Ordinance to amend City Code t° create an HRA <br /> <br />Recommendation: <br /> <br />City Staff recommends closing th© public heating, and adoption of the HRA enabling resolution <br />and the ordinance to amend Chapter 2 of City COde to include an HRA, <br /> <br />Council Action: <br /> <br />Motion by Councilmember <br />public hearing. <br /> <br />and seconded by Councilmember <br /> <br />to adjourn the <br /> <br />-and- <br /> <br /> <br />
