Councilmember introduced Re following resolution and moved for its adoption: RESOLUTION #05-03- A RESOLUTION ESTABLISHING THE RAMSEY HOUSING AND REDEVELOPMENT AUTHORIY UNDER,MINNESOTA STATUTES CHAPTER 469. WHEREAS, the 2001 City of RamSey Comprehensive Plan identifies goals and policies which include, but are not limited-to the following: providing a balanced supply of housing for people of all income levels, ethnicity and PhySical abilities; to eliminate barriers to construction of affordable housing units; to add and PreServe the existing supply of affordable housing; to provide mechanisms to prevent :and remove blight in residential, industrial and commercial neighborhoods; and WHEREAS, the formation of a HoUsing and Redevelopment Authority in the City of Ramsey, Minnesota, will serve as a tool to 'unplement the goals of the Comprehensive Plan; and WHEREAS, on February, 8, 2005, the Ramsey City Council adopted Resolution #05-02- providing for a Public Hearing to determine the need for the establishment of a Housing and Redevelopment Authority; and WHEREAS, the public.hearing n0tice: was published in the City's official legal newspaper on February 11, 2005; and : WHEREAS, a Public Heating pursUant: to the aforementioned Resolution was held on February 22, 2005, not less than 10 days and not :more than 30 days after publication in the City's legal newspaper; and, WHEREAS, the City Council has: considered the comments from the Public Hearing, existing conditions in the City of Ramsey,:and the laws set out in Minnesota Statutes Sections 469.001 through 469.047 pertaining to the. establishment of a Housing and Redevelopment Authority; and WHEREAS, the Anoka CoUntyI Housing and RedevelOpment Authority and the Commissioner of the Minnesota Department of Employment and Economic Development have explicitly consented to the establishment ofa.HoUsing and Redevelopment Authority; and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, that the City Council determines and finds the following: 1. There exists in RamSe. y, Minnesota,. sUbstandard, blighted areas that cannot be redeveloped without government assistance; and, 2. There exists a shortage of saree decent, and sanitary dwelling home0wnership and rental accommodations for lowland moderate income persons and families; and, 3. There is hereby declared a need for a Housing and Redevelopment Authority to function in the City of Ramsey.
