INTRODUCTION The City received :a petition for street~ grading and pavement improvements on December 10, 2004. A copy of this portion is included in ApPendix A. This petition was considered by the City Public Works cgmmittee !on j ,anuary 18, 2004 and was forwarded to the City council with a recommendation that alfeasibility study be prepared. This recommendation was ratified by the City Council at :the FebrUary 8, 2005 meeting. The petition received requested that ,the following segments of street; 163rd Lane from Varioliteth Street to Uranimito:' Street; ~Uranimitei Street from 163ra Lane to 164th Lane; 164 Lane from Uranimite Street to saPPhFe Street; Sapphire Street from 164th Lane to 164~1 Avenue; and 164th Ayenue .from Sapphire Street to a point 300 feet east thereof, hereafter which shall be referred to asiWelrome's Road, be considered for improvements consisting of grading and bi~n0Us 15avingl The project area is illustrated in Figure 1. This report will identify i:the current C°nditions and along with the proposed im.provements and the associated costs. Finally this report will outline the proposed method of financing for each element Of the improvements. EXISTING CONDITIONS : The streets above identified as Welcomers road consist of slightly over one half mile of sand surfaced street which var, i,'es in wiidthi but are generally about 30 feet wide. The alignment does not-consistent!y foilo~the center of the 66 foot right of way. Drainage is provided by roadside ditcheS!and driveway culverts along most of the length of the project area, but are lacking over a'si~fieant portion of the roadway. PROPOSED IMPROVEM]gNTS It is proposed that the roadwaY be reg~ded SUCh that it is aligned within the center of the 66 foot ·right of way. A 28 foOt wide bituminous pavement shall consist of four inches of class 5 granular base, two inches ofbi~min°us base course, and 1.5 inches of bituminous wear course. Drainage shall be provided through reg~aded roadside ditches and new driveway culverts over the majority of the project length; however, in an effort to avoid tree impacts it is proposed that a bituminous berm eurbbep!aCed along 163ra Lane and the southerly portion of Uranimite Street, Drainage S.,hall be. conveyed from the southeast portion of the project area to the Varolite Street ditchline: Drainage from the southeast portion of the project area shall be conveyedito C°un~ Ditch 3/66 which crosses 164th Avenue between Sapphire and QuartZ Street.
