Absent: Commissioner Brauer. <br /> <br />Case #3 Request for Site Plan RevieW; Case of Village Bank <br /> <br />Associate Planner Wald advised that Village Bank submitted a site plan for the development of a <br />6000 square foot banking facility On the property located at 7125 Riverdale Drive. She stated the <br />City granted an interim use permit to Village' Bank on September 21, 2004, allowing the <br />applicant to install a temporary modular office building on the subject property to operate a bank <br />until a permanent banking facility is constrUcted. <br /> <br />Associate Planner Wald indicated the subject property is two acres in size and is zoned B-2 <br />Highway Business, in which banking facilities are a permitted use. She indicated the site plan is <br />exceeding all required setbacks. She noted lot coverage has been calculated at 7%, which is <br />under the 45% maximum lot coverage restriction established in City Code. She added the site <br />plan is proposing sufficient parking stalls. <br /> <br />Associate Planner Wald advised the site .will:derive access from Riverdale Drive. She stated the <br />proposed concrete block and brick accent exterior materials are permitted and desired in the B-2 <br />District. She indicated the grading and 'drainage Plan is generally acceptable with the revisions <br />outlined in the City Staff Review Letter. <br /> <br />Associate Planner Wald stated the landscaPing Plan is generally acceptable in accordance with <br />comments outlined in the City Sta. ffReview Letter. She noted that the interim use permit expires <br />on December 31, 2005. She stated the applicant anticipates taking occupancy of the permanent <br />facility in September of this year. She indicated Staff is recommending that the modular <br />structure be removed from the proPerty within 30: days after receipt of Certificate of Occupancy <br />for the new permanent facility. She stated Staff recommends site plan approval contingent upon <br />compliance with City Staff Review Letter dated January 28, 2005. <br /> <br />Chairperson Nixt questioned the comments in the Staff Review Letter about not constructing the <br />eastern portion of the building over a water.main. He stated it seems the setbacks are sufficient <br />that the applicant would not need to do that.: He added the letter goes on to say that the water <br />main should be rel'ocated but the City will n°tbe responsible. <br /> <br />City Engineer Olson indicated to install the modular building last fall the applicant ran the water <br />main across the property to the temporary faCilityJ He stated the water main mentioned belongs <br />to the applicant, and Staff is recommending they remove that portion of the water main rather <br />than leave it under the foundation. <br /> <br />Chairperson Nixt asked if the applicant had revieWed the City Staff Review Letter. <br /> <br />Jim Winkle, representing the constructiOn cOmpany, noted the water main is there because when <br />the temporary facility was put in they were not sure where the permanent building would go.
