Preliminary Plats can also be considered 'Master Plans' for an overall neighborhood. Construction is approved <br />for individual phases of the Preliminary Plat by Final Plat Approval. Please note that Preliminary Plat approval is <br />the most significant approval of a project, as it gives entitlement to the general layout of a project. Final Plat is <br />simply construction documents and recording documents. <br />In this case, the Preliminary Plat has already been approved. Preliminary Plat Approvals are valid for a period of <br />one year per Minnesota Statutes Chapter 462.358 (unless otherwise approved or extended by municipality). This <br />Preliminary Plat has already been extended once and is common in a multi -phase development. The Developer is <br />still working with the adjacent Property Owner on a utility extension through this project to the west. The current <br />phase is is not impacted by this discussion. Both parties report positive discussions on this matter. <br />Notification: <br />Staff has attempted to notify all Property Owners within 700 feet of the Subject Property via Standard US Mail of <br />the Final Plat Review. A public hearing is not required for the Final Plat. <br />Observations/Alternatives: <br />Alternatives: <br />Alternative 1: <br />Adopt Resolution # 19-071 approving final plat for Riverstone 3rd Addition and extending the preliminary plat <br />approval by one year. As presented, the Final Plat for 3rd Addition appears consistent with the approved <br />Preliminary Plat. <br />Alternative 2: <br />Table Resolution #19-071 approving the final plat for Riverstone 3rd Addition and extending the preliminary plat <br />approval by one year to allow for additional discussion and review of the final plat. <br />Alternative 3: <br />Do not approve Resolution #19-071 approving the final plat for Riverstone 3rd Addition and extending the <br />preliminary plat approval by one year. <br />
