CITY COUNCIL WORK SESSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA
The Ramsey City Council conducted a City Council Work Session on Tuesday, March 12, 2019,
at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota.
Members Present:
Also Present:
Mayor John LeTourneau
Councilmember Nadine Heinrich
Councilmember Mark Kuzma
Councilmember Debra Musgrove
Councilmember Chris Riley
Councilmember Melody Shryock
City Administrator Kurtis Ulrich
Police Chief Jeff Katers
Public Works Superintendent Grant Riemer
Community Development Director Timothy Gladhill
Finance Director Diana Lund
City Planner Chloe McGuire Brigl
1. CALL TO ORDER
Mayor LeTourneau called the City Council Work Session to order at 5:37 p.m.
2. TOPICS FOR DISCUSSION
2.01: Discuss Possible Changes to Dog/Cat Licensing Requirement in the City of Ramsey
Police Chief Katers reviewed the staff report.
Councilmember Kuzma asked if eliminating this program would reduce staff time.
Police Chief Katers agreed that the time to run the pet clinics would be reduced, but there would
still be staff time spent on animal containment. He estimated that about 250 people attend the
pet clinics, and the main reason for attending those clinics is to receive the shots, which can be
provided through other local providers. He stated that there would be a budget reduction for
eliminating the pet clinics and registration process.
Councilmember Shryock asked if there is a cost for the pet clinics aside from staff time.
Police Chief Katers stated that the department contracts with a local pet clinic and there is no
charge for that, but the people that attend then pay the provider for the shots. He believed that
the residents pay a reduced rate because of the volume of people attending but was unsure of the
cost.
City Council Work Session / March 12, 2019
Page 1 of 9
