A roll call vote was performed by the Recording Secretary: <br />Councilmember Musgrove aye <br />Councilmember Shryock aye <br />Councilmember Riley aye <br />Councilmember Kuzma aye <br />Councilmember Heinrich aye <br />Mayor LeTourneau aye <br />Motion carried. <br />7.07: Adopt Resolution #19-069 Approving Memorandum of Understanding with Anoka <br />County for Septic Plan Review <br />Community Development Director Gladhill reviewed the staff report and recommended adoption <br />of the resolution approving the Memorandum of Understanding with Anoka County for septic <br />plan review. He noted that this item was pulled from the Consent Agenda to amend the <br />timeframe to six months. <br />Councilmember Musgrove asked for additional details on how this would be budget neutral. <br />Community Development Director Gladhill believed that a septic permit has a cost of $125 and <br />the review for a permit can range from one to two hours. He noted that $75 per hour is the <br />average contracted rate. He noted that based on the average cost of review and permit cost, the <br />item would be budget neutral. <br />Councilmember Heinrich stated that it was her assumption that a Building Official would have <br />this certification and was surprised that the candidate did not hold this certification. She stated <br />that perhaps in the future, that should be specified in the job description as a desired requirement <br />to prevent needing to contract for services. <br />Community Development Director Gladhill stated that less than half the candidates held that <br />certification, which is typical for Building Officials and Technicians. He stated that staff could <br />have found someone that had that qualification but perhaps did not possess the leadership <br />qualifications to lead that department. He stated that it is often hard to find the certifications that <br />Ramsey needs that would still be a good fit to lead a department. He stated that they do list the <br />certification as a desired element but is something that can be gained. <br />Councilmember Heinrich stated that Ramsey is unique in the large number of septic systems and <br />perhaps it should be a requirement that someone on staff hold that certification. <br />Community Development Director Gladhill estimated about 4,200 septic systems in the <br />community, which is unique. He stated that staff does plan to have someone on staff that holds <br />the certification; this is just a period of lapse. <br />City Council / March 12, 2019 <br />Page 9 of 10 <br />
