• Avoid nighttime activities. <br />3) Alternative Construction Methods: <br />• Avoid impact pile driving where possible in sensitive areas. <br />Drilled piles or the use of sonic vibratory drivers can reduce <br />vibration levels. <br />• Select demolition methods not involving impact. <br />• Avoid vibratory rollers and packers near sensitive areas. <br />Long-term Vibration Mitigation <br />1) Building Modifications: <br />• Implement setback requirements similar to the screening distances <br />above for different classes of buildings. <br />• If there is no way to avoid vibration impacts to a certain building, <br />construction methods such as the use of special foundations is <br />possible. <br />2) Trenches: <br />• The use of trenches to reduce vibration impacts is analogous to the <br />use of sound barriers for noise abatement. <br />3) Operational Changes: <br />• Use train equipment that generates the least amount of vibrations. <br />• Reduce nighttime traffic." <br />Summary of Environmental Impacts. There are no areas within the proposed Ramsey <br />Town Center development that are projected to exceed the state daytime standards. <br />However, there are four blocks along Industry Avenue (Blocks 28, 36, 37, and 38) that <br />either already or will exceed the state nighttime NAC-1 standard of 52 dBA. The <br />exceedances are less than 10 dBA. While these predicted noise levels are above the state <br />nighttime standard, they are not uncommon in developed residential areas that are <br />adjacent to busy roadways. <br />The impacts of vibration from the railroad and roadway traffic can be minimized through <br />a mix of commonly used mitigation measures used during construction and post - <br />construction periods, and careful site/land use design. <br />Mitigation Element. Noise wall mitigation would not be practical along Industry <br />Avenue. Driveways and street intersections would create gaps in the wall, defeating its <br />purpose. It is suggested that the proposed residential units in Blocks 28, 36, 37, and 38 <br />be designed to minimize noise impacts. The noise around the homes and surrounding <br />areas can be reduced by providing climate -controlled units, increasing wall insulation, <br />and providing common areas on the side of the buildings furthest from Industry Avenue. <br />23/24-10 <br />
