Should contamination occur, a network of <br />monitoring wells would help to quickly identify the <br />contaminant source and aid in the quick remediation and <br />possibly reduce the extent of contamination. A monitoring <br />well network would also help to understand the relationship <br />between the pumping in the Franconia -Ironton -Galesville <br />aquifer and the upper aquifer. The extent of any further <br />monitoring will be determined during wellhead protection <br />plan development and State water appropriation permitting. <br />20.3 <br />The City reviewed current Minnesota MPCA/MDA What's <br />in My Neighborhood databases for records of potential <br />contamination within undeveloped parcels. Based on the <br />review, one undeveloped site in the study area was <br />determined to have the presence, or likely presence, of soil <br />and/or groundwater contamination. This site is shown on <br />Figure 3. <br />New Item - Not Addressed <br />Completion of a Phase I <br />Environmental Site Assessment at <br />this site is recommended prior to <br />redevelopment. <br />20.4 <br />Contaminated soils at the BNSF VIC site must be removed <br />per the plan for the summer of 2003. Removal could <br />potentially occur during construction of the multi -modal <br />facility, Hwy 10 improvements, or COR construction. <br />New Item - Not Addressed <br />BNSF completed contaminated <br />soil removal in this area in 2012. <br />20.5 <br />Further investigation may be needed to determine the <br />extent, if any, of contamination at the abandoned farmstead. <br />If there is soil or groundwater contamination due to <br />improper handling and storage of chemicals and hazardous <br />substances at this site, appropriate removal and remediation <br />of the contaminated areas may be required. <br />New Item - Not Addressed <br />No Change. <br />20.6 <br />Use of underground storage tanks within the WHPA should <br />be discouraged.
