CASE <br /> <br /> RECOMMEND PARK DEDICATION FOR <br /> BROOKFIELD ADDITION <br />By: Mark Riverblood, Parks &Utilities Supervisor <br /> <br />Background: <br /> <br />The purpose of this case is to recommend Park Dedication for the proposed 179acre site west of <br />Nowthen Boulevard and south of Trott Brook. This urban development proposes 235 single- <br />family lots. Additional infonnation and'maps are contained within the most recent Planning <br />Commission case addressing the request for sketch plan approval. The March 3, 2005 <br />recommendation(s) of the planning Commission will be presented verbally. In addition, <br />Oakwood Land 'Development is preparing an exhibit that will show specific trail routing within <br />and beyond the plat - so that an informed decision may be made .about the Conservation and <br />Trail easements, as well as Park Dedication. ~ <br /> <br />Observations: <br /> <br />This plat is somewhat unique as the urban densities are predicated on a Comprehensive Plan <br />amendment (which is in process). The other aspect is that staff has been working with the <br />property owner to secure a conservation and trail easement parallel to Trott Brook prior to this <br />sketch plan submittal. This is as part of the Trott Brook Greenway project that was funded by <br />the state legislature. The owner has agreed to:the conveyance of an easement that covers the <br />easterly three fifths of that property adjacent to the brook. <br /> <br />The following topic headings (in italics) are intended to organize the various issues that relate to <br />the above as well as Park and Trail Dedication. <br /> <br />Conservation and Trail Easement <br /> <br />As previously mentioned, the owner or this property has agreed to move forward with a <br />conservation and trail easement, This draft easement is available for review - however it is 13 <br />pages. The Protected Property has the following <br />natural, scenic and open space qualities of significant importance: <br /> <br />Contiguous system of wetlands and terrestrial habitat known as an alder swamp. <br />Free flowing stream with aSsociated biotic life. <br />Diverse herbaceous and woody plants including aspens, oak, tamarack and other <br />trees known as a miXed aspen forest. <br />Identified as a critical east West trail route within the City that wilt connect to <br />other communities and resources. <br /> <br />13 <br /> <br /> <br />
